Add reusable build-time infrastructure for redist incrementality: stable input fingerprints, owned-output inventories, completion stamps, missing-output invalidation, and safe recovery from corrupt caches or interrupted builds. Include focused tests for added, changed, reverted, removed, and remapped inputs.
Dependencies: None. Land the infrastructure with its first production consumer rather than as unused framework code.
