JSON RPC from the stream failed with IOException error when running Aspire app #9889

Issue Description
When trying to run an Aspire app, errors are thrown in the debug console. This was fixed in a previous version of the C# extension.

Also, I set a debug breakpoint - all that shows is a red outlined circle:
Steps to Reproduce
Load an Aspire app. Run it.
Expected Behavior
No Errors and can set debug breakpoints.
Actual Behavior
Errors and cannot debug.

NOTE: Reverting from Preview version of C# and C# SDK to the release version fixed the breakpoint issue, but still have the JSON RPC errors reported in the console.
