Missing uppercase umlauts diacritics in 1st row of table cell.
Description of the problem
At first row of table cell, uppercase umlauts diacritics are cut off, so instead of ÕÜÖÄ i see OUOA. In the next rows of same cell problem doesn't exist.
Tried with different fonts, font sizes and table cell padding: nothing helps.
Only hack which helps is to add newline as first symbol of text.

@blikblum is it possible that the character sizing is incorrect with diacritics so its causing the bounds render to overlap with the diacritics
