Fix handler workflows skipping issues from read-only users - #992

Enables the gh-aw issue handler workflows (bug/enhancement/question/documentation) to run for issues opened by users without elevated repository roles by explicitly setting on.roles: all in the handler workflow frontmatter and recompiling the generated lock workflows accordingly.

handle-*.lock.ymlworkflows, removing the pre-activation membership gate and related wiring.
