Support creating repositories from repository templates

Describe the feature or problem you’d like to solve

I would like to be able to create repositories using repository templates with GitHub MCP Server.

Proposed solution

Either have the repository template as a flag in the create_repository tool or have a separate tool create_repository_from_template.

Why isn't this getting more love? This seems like an absolute necessity when having AI create a repository. Paired with cookie cutter and a skill, this seems like the only way to go, e.g. https://github.com/gitops-ci-cd/acme-service-deployment

Linking this for tracking: this is the same repository-template feature request as #522 and #1992. PR #1678 is the current implementation attempt tied to #522.
