Update of agent instructions file

Hi,

we noticed that spec kit updates the agent instructions file (eg. copilot_instructions.md) during the execution of plan and tasks .

For a single developer / single thread approach this seems to be acceptable, but when developing a project with multiple developers and speckit in parallel this comes a burden, as merge conflicts may appear / developers and agents must remember to rollback this changes explicitly.

We're wondering what the reasoning behind it is and - except of providing an preset overriding this explicitly - a way to circumvent this.

Historical as earlier models needed more hand holding to make sure they stayed on track. We will be pushing this functionality into an extension and make it an opt-in
