How to achieve proper human in the loop approval with long running function calls? #1851

I want to pause and later resume an agent while waiting for human approval for a tool, similar to what is asked in #192
It seems like the recommendation for human in the loop approval in this scenario is to use long running function calls, as shown here: https://github.com/google/adk-python/tree/main/contributing/samples/human_in_loop
However, this example is still relying on the LLM to call the approval tool rather than the reimburse tool. It is extremely easy to break with a simple query, as shown below.
How can I adjust this to explicitly control the tool approval flow through code, not through LLM decisions? In LangGraph, I can just add a interrupt_before flag to interrupt graph execution before executing a tool, and easily resume it where it left off later, either explicitly continuing with or skipping the tool.

Tool confirmation is not supported for Vertex AI session service or Database session service as documentation. So it seems this solution is not production ready.
Please guide on achieving this pattern with persistent session service
