P html tag with no content after is not removed #1150
Description
It will be awesome to remove such empty <p> tags. At least there is defenetely no text after it.

Each paragraph except the first has
<p>immediately before the first word, with no space after it.
$ cat Test.java
public class Test {
/**
* The client's first name.
*
* <p>
*/
public String thirdName;
}
$ java -jar google-java-format-1.23.0-all-deps.jar Test.java > TestUpdated.java
$ diff -u Test.java TestUpdated.java
$
