   @JasonEb I finished the first draft of this issue. I have added it to the next agenda 2022-04-03 (2 Sundays from now), and we can discuss then what we need to do to move it out of the new issue approval column and into being assigned to you. We can't assign it now, because it's missing some items, but we can talk about that when we meet.

    @danielridgebot creates its issues with gh issue create --project, so if
    secrets.DR_PAT is ever rotated without the project scope the labels and
    milestone still apply and only the card silently fails to appear. Same for any
    gh issue create run without --project, and for issues transferred in from
    another repo. Note these three links cover 3 of the board's 5 repos -
    ghpages-docker and docker-mkdocs are not checked here.
