ER: Create shared artifact module for set-pr-label & pr-trigger #8844

Open

Description

@castillios

Emergent Requirement - Problem

What happens if this is not addressed

If this remains unaddressed, then repetitive code will continue to bloat the overall codebase. We want to consolidate artifact handling functions into a single, shared utility file to minimize redundancy, improve consistency, and make it easier to maintain.
