Populate github-handle for Andrew Steman in ballot-nav.md #8853

Prerequisite

Overview

We need to populate the 'github-handle' variable with the correct GitHub username for each member of the leadership team. Eventually github-handle will replace the github and picture variables, reducing redundancy in the project file.

Action Items

• Open the file _projects/ballot-nav.md in the IDE ¹
• Replace:

- name: Andrew Steman
  github-handle:

with

- name: Andrew Steman
  github-handle: aNullValue

• Using docker, confirm that the appearance of the project webpage is unchanged at all screen sizes. The project webpage URL can be found below under Resources.

For Merge Team

• Release the dependency for this issue in Epic: Create issues to populate github-handle variable in leadership teams #8428. If all the dependencies have been completed, follow the Merge Team instructions on that issue.
