[#530] Phase 1: calendar + attendance + ledger #533
Description
Phase 1 — calendar + attendance + credit ledger (admin/tutor)
Child of #530. Extends #461 — do not fork a second calendar. Pure-matching tutors keep lightweight availability; Managed uses full attendance→ledger.
Scope
- Admin master calendar + tutor-hub calendar (tutor-set availability first; GCal 2-way Later)
- Attendance statuses: Present / Late / Left Early / Absent Excused / Absent Billable
- Soft note gate: 2-sentence note required; skip once + admin override
- State machine: BOOKED → HOLD → CONSUMED/RELEASED + PENDING_PAYOUT + WA parent summary
