feat(docs-hygiene): rename-references triage auto-applies the certain bucket and reports it #12593

Description

@kyle-sexton

Refs: #7005

Why

The confirm-gate audit in #7005 classed this gate reversible-local with the proposal may-proceed
(record row 49, pinned commit a2efc66). The owner approved that class on 2026-11-02 (decision).
may-proceed means: take the stated default and report it, instead of asking.

Record: confirm-gates.md

Where (main at 1c559c7)

plugins/docs-hygiene/skills/rename-references/context/triage.md:31, certain bucket: "present count
and 1-2 example matches via AskUserQuestion. Two options: "auto-apply N matches" or "review
one-by-one." Default: auto-apply."

The same ask is in context/apply.md:55-56 (record row 42, its own slice: #12592). Build the two
together so both files say the same thing.

Change

Auto-apply the certain bucket by its stated default, and report the count, one or two example
matches, and how to review the bucket one by one instead.

Done when

  • triage.md:31 no longer routes the certain bucket through AskUserQuestion; it auto-applies and reports.
  • apply.md:55-56 matches it.
  • The chain-context (line 66) and ambiguous (line 128) buckets and the proceed/abort gate (line 166) are unchanged.

    Proposed work class: work-class: scoped
Basis: automated intake triage; the lanes App applied this class.

    Size: Small
    Complexity: Low
    Uncertainty: Known
    Flags: none
    Blocked by: none

Understood: change the certain bucket in rename-references context/triage.md so it auto-applies by its stated default, then reports the count, one or two example matches, and how to review the bucket one by one. This follows the owner-approved may-proceed class from #7005. context/apply.md should end up saying the same thing. The chain-context bucket, the ambiguous bucket and the proceed/abort gate stay as they are. The scope and done-when are clear. #12592 covers the apply.md half, so the two should be built together. It is a sibling slice, not a duplicate.

Automated triage, applied by the lanes App.
