Clean version bump. All substitutions consistent, CI green. The gh-aw-manifest/metadata comments still reference the old version but that's a known Dependabot limitation - they'll sync on next recompile.

We shouldn't upgrade gh aw actions directly. We should grade gh aw cli and re-recompile these workflows. |
