Replace LSP Update check GitHub Action with AzDO pipeline that creates PR #419

Microsoft security guidelines prevent us from generating PRs from GitHub Actions, but we can do it from AzDO pipelines. So port the LSP Update check action to a pipeline and have it not just check if an update is needed, but also create a PR for the update.
