Clarify scope of and when custom instructions are applied #9006
There's confusion about the different scopes of instructions files (workspace vs user) and when they are actually applied (manually vs automatic). Clarify these topics in the Custom Instructions docs.
Also clearly describe that repo-level instructions are not supported (as is the case in GH.com).
Hi Nick Trogh (@ntrogh) — I’d like to contribute a docs-only PR to clarify the Custom Instructions documentation.
The goal would be to:
Clearly define instruction scopes (user-level vs workspace-level).
Explain when instructions are applied (automatic vs manual scenarios).
Explicitly document that repository-level instructions are not supported in VS Code (unlike GitHub.com), as this seems to be a common source of confusion.
I’ll keep the changes strictly scoped to clarification and structure, with no behavior or feature changes.
