Failed to run invisible test project #808

Environment:

1. OS: Windows
2. JDK: 8
3. Java Extensions:

 - Language Support for Java(TM) by Red Hat： 0.48.0
 - Debugger for Java: 0.21.0
 - Java Test Runner: 0.19.1

Steps to reproduce

1. Open the invisible project in VSCode: https://github.com/bsaby/invisble-project
2. Run test from workspace /package level in the test explorer

Result

Test Runner sends the command to the terminal and always in running status
