Request: Custom (Python) virtual environment location #20951
Description
Currently virtual environments outside the workspace can be used but not created. As with Conda command-line, I want to be able to specify the location of the virtual environment on creation, without it defaulting to the project folder/workspace.

We have specifically chosen to be opinionated for the Create Environment command and to place it inside the workspace. It's both easier for beginners to understand what has happened and it also means we can detect the virtual environment easily for the workspace versus not knowing which workspaces a virtual environment is meant for.
You can still very much create environments manually or use a tool that we support and recognize to create a virtual environment outside of your workspace, but unfortunately the design we have chosen is very much on purpose.
