One diagnostic that may separate the layers: log event.key, event.code, ctrlKey, altKey, and getModifierState("AltGraph") for Right Alt alone and Right Alt plus a key that should type a symbol under WSLg/XRDP, then compare with native Linux. If AltGr arrives as Ctrl+Alt, check whether a workbench focus-traversal handler sees that chord before text input. A small regression should assert both that focus stays in the editor and that the expected character is inserted. I work on Orke at BOMTOBE; I have not reproduced this.
