Reading confirmation for certain pages or all the pages of a collective

Is your feature request related to a problem? Please describe.
I created a Collective as an internal manual/guide that new board members of our association must read when they are elected. Every time I point them to this collective but I feel that they didn't read it properly or didn't read it at all putting our association at risk (e.g. you should know some national laws/rules to do some stuff properly).

Describe the solution you'd like
I think it could be great to have a way to measure/to know if people (with a Nextcloud account) is reading certain pages or all the pages of a collective. This could be implemented with a mix of technical solutions:

• checking if people at least open the pages (and letting the admin of the collective to know about this)
• checking if people open and close pages too fast to read at least half of the content
• put a hidden button to click at the bottom of the pages to check, that appears only if you reach the end of the page and after some time (at least quite equal to the estimated time to read the page).

To be honest... it sounds a bit like a technical solution to a social problem to me. I wonder why people are not reading the "instructions".

We do have a company handbook - and I've read some of it, other parts I have not - mostly because they do not affect me and then there are some pages I always come back to as a reference.
What works best for me is concrete step by step guides for critical actions. I don't necessarily read them in advance - but I know they exist when I need them.

For me the alternative you considered sounds best. Trust people, allow mistakes to happen and make sure to learn from them.
Oh ... and maybe have a process for onboarding people with a bit of an in person handover and a check list to make sure the information is transferred. That worked quite well for me when I was onboarded.
