PR-Quality action need to be fixed #1085

The link above shows that the PR-Quality action fails every time it runs.
The error message is as follows:
The reusable workflow webpack/.github/.github/workflows/pr-quality.yml@a03552c758d8c244b3cfc2985aff7020469e0473 is not allowed in nodejs/doc-kit because all reusable workflows must be from a repository owned by your enterprise or match one of the patterns: changesets/action@*, codecov/codecov-action@*, codecov/test-results-action@*, codespell-project/actions-codespell@*, gr2m/create-or-update-pull-request-action@*, lovetoknow/slackify-markdown-action@*, ossf/scorecard-action@*, pnpm/action-setup@*, rtcamp/action-slack-notify@*, step-security/harden-runner@*, thollander/actions-comment-pull-request@*, zizmorcore/zizmor-action@*.

@Shivang9983 this is not something that you can work on, it's an issue that a @nodejs/web-admins member needs to fix

@avivkeller where is this used at? This is weird, why would webpack/.github repository attempt to run anything doc-kit?

Looks like it was landed in #915 (approved by you)
Looking at https://github.com/webpack/.github/blob/main/.github/workflows/pr-quality.yml which is the underlying workflow, I don't really see why we need to use Webpack's workflow, we can just use the underlying workflow ourselves?

Yes, this whole series of events was odd at the beginning and I should have had a harder ❌ on it in retrospect. I think it can be vastly simplified

Oh I didn't even notice that "webpack/.github/.github/workflows/pr-quality.yml@a03552c758d8c244b3cfc2985aff7020469e0473" I only read .github not webpack. 🤦 to me

Agree, we should probably revert this or handle this internally...
