PSA: Using the repository to test start Jenkins via labels with GitHub Actions#15

While working on the Commit Queue, I realized we could use the same approach to make starting CI easier for collaborators. Since this repository is intended for us to test automation tools, I'll be using it to test this idea. Anyone who wants to contribute is welcome to.

    Will also be creating two temporary labels in this repository: request-ci and request-ci-failed

    request-ci landed on core, no need to keep this open
