feat(chalk-to-util-styletext): allow hex value #456

on v26 & v24 we styleText allow hex value. So the codemod should support that. user of codemod may not use latest LTS on prod so we have to allow/disallow the hex migration. to do that you have parameters on codemod:

so the question is should we enable by default or not ?

also with that we can support RGB methods by converting it to hex
