check-half-states: no gate detects a bracketed pseudo-quotation — text in 「…」 that no SKILL.md line carries — so the next coinage like 同笔摘 assignee is caught only by a reader #16016
Filed by the domain:skills seat (session session_019RfFHiRCSs3JXLK4cwcfox, os-steve) from the #15899 executor's report-only observation (option C of its open question). Self-triaged priority:p3, pm:queue, pure code (scripts/pm/**).
The class
#15899 repaired one instance: scripts/pm/check-half-states.mjs presented 「同笔摘 assignee」 in quotation brackets — the file's register for a verbatim SKILL.md quotation — while no SKILL.md line ever carried those words, and the sentence prescribed half of the landed release act. PR #16010 re-points the three sentences at the landed rule through one constant and pins them in the self-test. Nothing prevents the NEXT coinage: a self-test can assert only over emitted text it already knows about, and the whole-file grep that measured this repair lives in a reviewer's shell.
Deliverable
A repo gate (a scripts/pm/check-*.mjs with --self-test, wired into package.json and the lint job like its siblings) that scans the pm scripts' emitted sentences and docblocks for bracketed 「…」 spans and refuses any whose text is not a substring of some line in .claude/skills/pm-dispatch/SKILL.md or its references/** — the quotation register's contract, mechanised. Allow-list shape for brackets that are deliberately not quotations (e.g. label names) must be explicit in the file, not inferred. Self-test both directions; the ablation leg reintroduces the retired coinage on a scratch copy and shows the gate red.
Serial
Same file family as #16003 (the partial-dispatch sweep row) and the check-half-states.mjs queue; dispatch after PR #16010 lands. Not governed.
Claim: PM loop round 7 — a repo gate for bracketed pseudo-quotations in the pm scripts: every 「…」 span in scripts/pm/*.mjs emitted sentences and docblocks must be a substring of some line of .claude/skills/pm-dispatch/SKILL.md or its references/**, with an explicit allow-list for brackets that are not quotations; the class behind #15899, mechanised. Unblocked when PR #16010 MERGED 20:12Z.

"summary": "No gate landed. The ruled contract (every bracketed span in scripts/pm/*.mjs must be carried by SKILL.md + references/**/*.md + AGENTS.md) is falsified by measurement at origin/main 6615a024c3. MEASURED: 339 outermost spans in 8 of 14 pm scripts; 92 (27%) are carried by that corpus, 247 (73%) are not, across 167 unique texts. Those 247 are not the defect class — the register is broader than the card assumes, and the repo declares it so itself: scripts/pm/check-skill-line-ratchet.mjs:1282 defines its own \"quotation\" exemption class as \"a line inside a MULTI-line 「…」/『…』 verbatim maintainer ruling\", i.e. the register names MAINTAINER RULINGS, not SKILL.md. And the corpus is defined to exclude exactly those: scripts/pm/check-skill-id-lint.mjs:18 (\"The scanned corpus carries rules only — no ruling dates, no quotations, no issue numbers\") and AGENTS.md:11-13 say the same of AGENTS.md itself. So the ruled rule requires maintainer rulings to be findable in a corpus that is defined to carry no quotations: it cannot be green, and forced green by allow-list it turns red on the next legitimate ruling quotation — pressure to stop quoting rulings verbatim, which is the register the whole pm gate family is built on. Two further uses share the same syntax: card/comment DATA SHAPES (「Blocked-by: #9612」, 「Claim: PM loop round R6」, a seat-post format line) and the files' own COINED SHORTHAND used as term-marking (「双载体同笔清标」, 「闸门被剥不是红灯是放行」, 「从未挂过」 — check-half-states.mjs:6528/6531/6543/9525, check-clause2-carriers.mjs:537). Four sources, one syntax: the defect the card names (a coined rule wearing the protocol register) differs from the legitimate uses only in the surrounding PROSE CLAIM, which is not mechanical. One ruled sub-design does verify: 「${RELEASE_ACT_RULE}」 resolves from the same-file constant (check-half-states.mjs:1127) and matches SKILL.md:466 exactly — PR #16010 landed a genuinely checkable form. HOUSEKEEPING: the first-minute write-route probe branch is still on the remote at 0 commits ahead of main and carries no PR; this container can create and push branches but its credentials refuse a delete (git push origin --delete returns HTTP 403), so pruning claude/issue-16016-bracket-quotation-gate is the seat's to do.",
"tests": "Measurement only — nothing implemented, so no gate, self-test, ablation or lint run is claimed. Instrument: a throwaway extractor in the scratchpad (nesting-aware bracket pairing + a minimal JS scanner classifying each offset as code/line-comment/block-comment/string/template/regex + same-file const resolution for ${IDENT} + whitespace-squash normalisation on BOTH sides, which is the permissive direction, so the miss count is a floor). Anchored at worktree ../objectstack-issue-16016, origin/main 6615a024c3. PER FILE (spans / corpus-carried / not): check-half-states 197/56/141, check-skill-line-ratchet 67/19/48, check-governed-merges 25/4/21, check-governed-queue-guard 21/1/20, check-clause2-carriers 20/7/13, dispatch-gates 5/2/3, bare-root-worklist 3/3/0, check-skill-id-lint 1/0/1. TOTAL 339/92/247; 167 unique non-carried texts; 117 of the 247 sit within 240 chars of an explicit attribution cue (维护者 / verbatim / 裁定 / maintainer / ruling), 130 do not. Template spans: 4 total, 3 resolve fully from same-file constants (all three 「${RELEASE_ACT_RULE}」, all three then MATCH SKILL.md:466), 1 is 「${status}」 — a runtime value, UNJUDGED under any version of this gate. Location split (before template resolution): block-comment 34 carried / 92 not, line-comment 30/119, string 24/29, template 1/6, mixed and regex 0/5, summing to 89/250 before the 3 template resolutions move — the miss rate is high in emitted text too, so scoping the gate to emitted sentences does not rescue it. Spot-checks by direct grep of the corpus confirm real absences, not normaliser artefacts: 一条命中即整 / 已清标非被剥 / 量具错位 / 批准算数 all return zero hits under grep -rn --include=*.md over .claude/skills/pm-dispatch and AGENTS.md, while 释放是显式动作 returns SKILL.md:466. EXTRACTOR HAZARD, worth the seat knowing: check-skill-line-ratchet.mjs:1296-1297 holds both bracket characters as DATA inside the kinsoku strings NO_BREAK_BEFORE / NO_BREAK_AFTER, so that file counts 84 openers against 82 closers and 4 never close — bracket pairing there is not well-defined, and any gate must special-case it before it can judge anything. RECONCILIATION with the brief's 331/8: same 8 files; a per-line grep -o that cannot span lines counts 145, counting raw openers gives 359, nesting-aware outermost pairing gives 339. "A. Land the ruled gate as written, seeded with a ledger of the 167 unique non-carried texts, one reason each. Green on landing, but it is a snapshot: every future legitimate ruling quotation turns the gate red on a hot path (these files are edited constantly), and the reasons for ~120 of the entries would all read \"verbatim maintainer ruling — the corpus carries no quotations\", which says the rule is wrong rather than that the span is an exception.",
"B. Narrow the gate to spans whose context NAMES the corpus (the SKILL.md 「…」 form). Sound and zero-friction, but there are exactly 2 such sites today (check-half-states.mjs:14942, check-skill-line-ratchet.mjs:462), both already green — and it would NOT have caught the coinage that motivated this card, which carried no marker. A gate wearing a promise it cannot answer is the very defect class the card is about.",
"C. Reserve a distinct marker for protocol quotations and gate THAT. 『…』 is free: zero occurrences in the corpus, and its only uses in pm scripts are inside check-skill-line-ratchet.mjs (kinsoku data and the prose describing the register). Rule: 『…』 means \"verbatim from the pm-dispatch corpus\" and every such span must be carried by it; 「…」 stays ordinary quotation and emphasis and is not judged. Costs one register rule in the corpus (a governed edit the seat owns, outside this dispatch's no-.claude/** fence) plus converting the 2 sites in B; adds zero friction to the 247 legitimate uses.",

"recommendation": "C, with D as the honest fallback if the seat judges the pull too thin. 实际业务需求: the measured incidence of the defect is 1 repaired instance, but that number is a reader-detection artefact — the coined-shorthand family (「双载体同笔清标」 and friends) shows a dev or PM agent reading a patrol REMEDY sentence cannot tell a coined shorthand from a protocol rule either, which is the real harm and it is live today. 项目长远合理性: C is declare-then-enforce (声明即强制) and the only option that fixes the ambiguity at its source instead of legislating over a syntax that already means four things; A is a workaround (a snapshot pinned as a rule). 防 AI 犯错: C is the contract-tightening direction — an agent that wants the protocol's authority must use the marker, and the marker is mechanically checked, so a fabricated protocol citation is structurally hard to write; A trains agents to pad an allow-list, which is the tolerance/erosion failure mode. 创业阶段不扩散: C is one rule line plus one small gate and touches no existing span, while A is a 167-entry ledger plus permanent friction on the fleet's hottest scripts for a defect measured once. B is rejected on all four axes because it cannot catch the motivating case. Ruling by the skills seat: D — no gate; the card closes on the measurement. The executor's measurement falsifies the premise: 339 outermost 「…」 spans in the pm scripts, 92 carried by the corpus and 247 not, and the 247 are not the defect class — the same bracket carries four registers at once (protocol text, verbatim maintainer rulings, card/comment data shapes, the files' own coined shorthand), and the corpus is defined to carry no quotations, so the ruled contract cannot be green without a 167-entry ledger whose entries would mostly say the rule is wrong. That is the tolerance-by-allow-list shape this tree refuses.
Why D and not C (a reserved 『…』 marker gated as "verbatim from the corpus"): C is sound and would catch the next coinage only if authors adopt the marker; the measured incidence is one repaired instance, and the repair that landed (a quoted constant asserted equal to the SKILL.md line, pinned by an independent transcription in the self-test) is the checkable form for the one place it matters. On the four axes: business need — one instance, reader-caught, already fixed; long-term — a fifth register convention on the fleet's hottest files for one case is growth without pull; AI-error — the constant-plus-pin form already makes a fabricated protocol citation structurally hard where a sentence prescribes an act; startup focus — no. If a second coinage appears, C is the design to pick up, and this card's inventory (per-file counts, the four-source split, the kinsoku-data hazard in the line ratchet) is its starting measurement.
