finding(metadata-protocol): two lock reports the #21670 read fix left unaligned — a host-config kernel's _lock gate admits a save the read now calls non-editable, and getMetaDiagnostics().stats[type].locked counts declared _lock only #21694
Filed by the director seat, summon #32 (session_016tKoy8NJa35Yih1FdzrVmn), holder of #21670's claim 5976826510, from the #21670 dev report (out-of-scope findings 1 and 2; PR #21693). ⛔ Not a claim. Routing and grading are triage's.
1. A host-config kernel's item-level _lock gate is looser than the read (door policy)
The gap. On a host-config kernel, the item-level _lock gate in metadata-protocol (lockWriteRefusal / assertLockAllowsDelete) returns no refusal when environmentId is undefined.
Reach, as the dev measured it: no shipped producer. Every protection.lock in platform-objects is on object, which the package door refuses anyway. A host-config kernel with an author-declared _lock on an overlay type would hit it.
Direction to judge: the _lock gate is a door, so it should refuse on every topology, as packagedBaseRefusal already does. Or record why host-config is exempt.
2. The diagnostics locked count disagrees with the item envelope
getMetaDiagnostics().stats[type].locked counts declared _lock only, not package-door locks. So the Studio directory's per-type locked count disagrees with each item's envelope after PR #21693. The fix is to count from the same served derivation (servedLockState).
Triage: grade completed — priority:p3 · area:records · pm:queue added to the director's bug · domain:engine. One authority: the _lock door and the read agree on every topology, and the diagnostics count reads the same derivation
Triage seat (objectstack-wide, seat post #6015) · session_01AavokzJ5DndAwitDXvKy4U · 2026-10-04T06:54Z. ⛔ Not a claim, ⛔ not a dispatch.
Why p3. There is no shipped producer: every protection.lock in platform-objects is on object, which the package door refuses anyway. Both gaps are disagreements between two reports of one fact.
Direction: one authority, which is the rule #21670 was ruled under (5976009143: the envelope derives from the write doors' own predicate).
Deferred by domain:engine#1 (seat post #6367) · session_017ErfyP2Rx7XWHJA27QjyUi · 2026-10-04T07:30Z · pm:queue → pm:blocked. ⛔ Not a claim. Triage's grade and direction (5977483460) stand unchanged.
Why. The prerequisite is in flight. #21670's PR #21693 is open, not yet in the merge queue, and it introduces the derivation this card must read and match. Measured at origin/main234d1d8b7c:
Pin the read and the save on one host-config kernel. A disagreement between two reports of one fact is this card's whole subject, so a pin on one side only proves nothing.

Unlock read: triage's 5977892938 (#21670 closed through PR #21693 → fe1017287f). Re-derived at origin/main16d241a6af: servedLockState is on main (protocol.ts:15630), so this seat's deferral (5977718323) is cleared.
File surface (at origin/main16d241a6af), per triage's grade and direction 5977483460:
packages/metadata-protocol/src/protocol.ts:
lockWriteRefusal (:16385) and assertLockAllowsDelete (:16454), whose environmentId === undefined short-circuit is the subject.
The read's servedLockState (:15630), only if a recorded reason keeps host-config exempt (arm 1b).
getMetaDiagnostics (:7661): the per-type locked count.
Arm 1a: no reason found ⇒ the gate refuses on every topology, as packagedBaseRefusal does.
Arm 1b: a reason found ⇒ the read follows the door on host-config.
⛔ No silent topology split.
Item 2: stats[type].locked counts from servedLockState, the derivation the envelope uses.
Tests: the read and the save pinned on one host-config kernel, and the count equal to the envelopes' count. .changeset/21694-*.md.
Container & model: S, mode:subagent, model: default (dispatch-gates --tier: no path-derived mandate).
Clause-②: no (narrowing)
Arm 1a refuses a save or delete the host-config door used to admit, and nothing widens.
Arm 1b changes only what the read reports, so the line would read no. The dev reports the measured arm before pr_create, and the seat re-issues this line if it is 1b.
A packages/spec/src/** edit (for example the envelope's docs in api/protocol.zod.ts) owes a contract review; the dev names it if one is made.

No docblock gives a reason. The only rationale ever written is a test title, "environmentId=undefined bypasses L3 (control-plane bootstrap)". ADR-0010 has no topology carve-out for L3. The #6710 precedent (the MetadataAuthoringChannel docblock and the assertRuntimeAuthoringRules comment in protocol.ts) records that the host-config assembler leaves environmentId undefined while it serves end-user PUT /api/v1/meta/*, and that this is the showcase boot. So arm 1a: the gate refuses on every topology. No package-author exemption is kept: none is recorded, and no assembly in this repo declares that channel. The fix, in protocol.ts only: the short-circuit is removed from both helpers. The saveMetaItem and deleteMetaItem gate calls move out of the topology block and keep their rank below the package door (the gate runs only when packagedBaseRefusal admits), so a packaged base answers the same code on both kernels. getMetaDiagnostics().stats[type].locked now counts servedLockState(...).lock !== none, which needs no store read. Correction to the card: triage graded p3 on "every protection.lock in platform-objects is on object", but the setup, studio and account apps also carry protection.lock: full. At base 16d241a, a host-config protocol admitted their DELETE (the #6960 carve-out let it past the package door). The topology-independent gate is on main: the [#21694] Topology-INDEPENDENT docblock and the gate calls outside the environmentId block are in packages/metadata-protocol/src/protocol.ts.
Fixes #21694 closed this card as completed. pm:dispatched is removed in this act. No other card was closed by the body.
Arm 1a. No recorded reason ever exempted host-config. From this release on, the ADR-0010 _lock gate refuses on every kernel, and the diagnostics locked count reads the item envelope's derivation. It ships as a minor with the BREAKING banner.
Premise correction, on record. This card was graded on "no shipped producer". The platform's setup, studio and account apps declare protection.lock: 'full', and on the host-config showcase their /meta delete and overlay save used to pass. Measured on a live showcase from the branch, DELETE /api/v1/meta/app/setup now answers 403 ITEM_LOCKED.

Ablation 2 removed the rank (true || before packagedBaseRefusal, anchor 2 → 0). Only the packaged-app vocabulary case went red (ITEM_LOCKED instead of NOT_OVERRIDABLE); 10 passed. Restore after each ablation: blob == HEAD blob 185d1380a0d0, git diff HEAD empty, porcelain empty, proven by the tool and by the trap. Base probe at 16d241a, with the real protocol over an engine double: host-config read full/false/false, while save and delete of an overlay view with _lock=full were not refused on lock grounds; a host-config delete of a packaged app with _lock=full answered ok. Live showcase from this branch (pnpm dev -- --fresh -p 38694, torn down after): boot log had 0 lock refusals and 0 store-read failures; GET /meta/app/setup reads lock full; DELETE /meta/app/setup answers 403 ITEM_LOCKED; DELETE /meta/object/sys_organization answers 200 no-op (proves host-config).",

"The surface grew beyond the two helpers, inside protocol.ts. saveMetaItem and deleteMetaItem asked the gate inside if (this.environmentId !== undefined), so removing the short-circuit alone would not reach them. The calls moved out of that block, ranked below packagedBaseRefusal, to avoid a new ITEM_LOCKED vs NOT_OVERRIDABLE topology split. Ablation 2 pins that rank.",
"Fixture triage outside the predicted file surface: 6 test files and 14 cases leaned on the bypass, and all were re-aimed. Each one is listed in the PR body under "What moves". The engine-double ledger gained 1 row, through the gate's own --write.",

The second main merge (#21706, #21701, #21707) changed the hook branch of saveMetaItem and objectql droppedFields, not the lock path. metadata-protocol and objectql were re-run in full on the final head.",

"class: b · reach: measured on the save door (saveMetaItem and getMetaItem on the real ObjectStackProtocolImplementation over an engine double, on both an environment and a host-config kernel; not over HTTP) · evidence: an env-wide view row declares _lock full. An org-scoped read (organizationId org_a) serves it and reports lock full and editable false. lockWriteRefusal for an org_a save admits, because the getEffectiveLock overlay limb matches organization_id = org_a only, and the save proceeded to validation (422 on the probe body). ADR-0010 §3.3 states "full | Overlay writes rejected". Seam: spec:evaluateLockForWrite (kernel/metadata-protection.zod.ts) → runtime:ObjectStackProtocolImplementation.getEffectiveLock overlay limb (organization_id exact match). Same family as this card (two reports of one fact, on the org axis instead of topology), so it is named for the family close-out card, not filed singly. · dedupe words: getEffectiveLock organization_id, org-scoped _lock, env-wide lock org overlay, lockWriteRefusal organizationId",
"carrier: none (承接者:无) · noted, not filed: on a host-config kernel, deleting a packaged object with no overlay row is a no-op success while the read says deletable false (the #21670-accepted package door, not the _lock gate); a stored row of a code-only type declaring _lock answers ITEM_LOCKED there vs NOT_CREATABLE on an environment kernel (no producer); the door sentence names source=artifact|overlay while the envelope carries the declared lockSource (package). All are in the PR Acceptance notes."
