create-objectstack: add a compliance-calendar template that scaffolds objectstack-ai/duly #25961

Context: objectstack-ai/duly#127 positions Duly (recurring obligation / compliance-calendar app, objectstack-ai/duly) as the standard ObjectStack template app. The duly side (template-shaped repo, catalog packs, canary workflow, docs) is tracked there. This is the objectstack side.
