pm-dispatch SKILL Guardrails: dangling sentence fragment "someone else, never dispatch a needs-user-decision issue." — the bullet it belonged to is lost #7767

Closed

Description

@os-zhuang

Found during #7754 (structural compression, PR #7766) and deliberately left untouched there — the card's red line was "no rule deletion", and repairing this needs the lost text back, not compression.

The defect

In .claude/skills/pm-dispatch/SKILL.md, Guardrails section, between the "Skills 更新与 ADR 同级" bullet and the "Every dev agent works in its own worktree" bullet, there is a bare orphan line (present on origin/main before #7754, preserved verbatim by PR #7766):

someone else, never dispatch a `needs-user-decision` issue.

It is not attached to any bullet — the sentence it ends belonged to a guardrail that is no longer there (shape suggests something like "Decisions belong to the maintainer: never answer a product question on behalf of someone else, never dispatch a needs-user-decision issue."). Its second half is a real prohibition that step 8 / the state model still state elsewhere ("never dispatch a needs-user-decision issue" appears in the state-model table's label semantics), so no binding rule is currently unenforceable — but the Guardrails list carries a truncated fragment whose first half is unrecoverable from the file itself.

Repair lead (verify, do not trust)

git log -S "never dispatch a \needs-user-decision` issue" -- .claude/skills/pm-dispatch/SKILL.md` should find the commit where the bullet's head was lost (likely a merge or an earlier compression/amendment landing) and the original wording to restore.

Filed unassigned per the findings discipline; triage grades it.

    Routing repair (findings triage, route A): domain:skills appended — routing only; the finding grade is unchanged and this seat takes no ownership.

    Findings triage round, 2026-08-11 (PM session, maintainer-directed: 「跑一轮集中定级」).

    Graded: promote. Concrete defect with a named location: an orphan sentence fragment in SKILL.md's Guardrails whose parent bullet is lost — the surviving half is a real prohibition that must be re-anchored, and restoring the lost text is exactly what #7754's no-deletion red line deferred. Belongs to the domain:skills lane (its seat is in place); protocol-file card ⇒ model: claude-fable-5 per the tiering ruling.

    finding → pm:queue.

    Batch membership: absorbed into the #7885 consolidated dispatch (PR₁ carries Fixes #7767; the dangling Guardrails fragment disappears with the Guardrails rewrite, and the PR body must state where the lost bullet's meaning — never dispatch an issue assigned to someone else / never dispatch a needs-user-decision issue — lives in the new text). No longer an independent dispatch candidate; the label stays until the batch PR closes it. Composition recorded on #7885.
