Retire the queue-steward Routine seat — duties reassigned to lane-PM landing windows + the queue-triage bot; signature ledger preserved as lookup data #9140

Maintainer direct-ruling card, filed and claimed by the skills seat (session session_017TNzEetykdh7ceZGwuAPLq). Provenance (2026-08-16, live PM session): the maintainer reported the steward Routine has been OFF for a week with the queues healthy (「队列管家的作用是什么，我已经一周没开了，队列也正常」), reviewed the seat's erosion analysis (the queue-triage bot mechanized failure detection/triage; lane-PM landing-window subscriptions took over per-PR care; the merge queue retries transient failures itself), and ruled, verbatim:

Deliverable (rides the unified-triage bundle — one PR with that card, same file)

1. SKILL.md 「队列管家职责」 section removed (net ratchet decrease); its surviving duties reassigned in place:
   • 已知 flaky 原样重投 / 被踢处置 ⇒ the owning lane PM's landing-window subscription (already live practice; the queue-triage bot's on-PR comment is the triage input; the signature ledger is the lookup);
   • 已修签名再现拦截 ⇒ same reviewer, same ledger — a recurrence of a fixed signature is a new problem, never re-enqueued blind (sentence survives, owner changes);
   • 跨仓 pin 链观测 ⇒ already covered by the consuming-seat filing rule (the steward was only the window-level backstop; the backstop line moves to the triage seat's sweep).
   • Every other steward reference in SKILL.md (e.g. 入队与落地's 「入队后的看护归队列管家」) updated coherently — grep for the term, no dangling pointers.
2. Orphan-landing detector (placement is the dev's call per script conventions — check-half-states.mjs H-family if PR-state reads fit its data model, else a sibling script named in the guard index): a reviewed-and-ready PR that left the queue (or never re-entered) with no handling activity past a named threshold ⇒ flagged in the patrol output — the one genuine gap a standing seat was covering.
3. Ledger preservation note: the signature ledger stays on its anchor issue as 查表数据, human-upgradable only — state this where the reassigned re-enqueue duty points at it.

Post-merge steps (named, not this PR)

Steward seat post closed out with a retirement audit note pointing here; anchor issue gets a retirement + rollback note (the full Routine prompt remains on it — resurrection is a UI re-creation away); the Routine's formal deletion in the Routines UI is the maintainer's click (it is already off).
