Mirror of framework#2615 (P1), found by the Studio package-create UX dogfood (framework#2609). Reproduced against the pinned console build 7782698.
What happens
Clicking Publish immediately releases all package drafts atomically — no confirmation, just the toast "Published all drafts in this package (one atomic release)". One mis-click ships everything.
The Changes panel shows only one line per item (repair_ticket · New) — no field-level diff, no drill-in, no author/timestamp — so there's nothing substantive to review before publishing even though review-before-release is the panel's whole job (ADR-0016 §3.6 step 4).
Expected
Publish opens the pending-changes list with an explicit confirm button (the panel content already exists — reuse it as the confirm body).
Changes panel items expand to show what publishing will change: fields added/removed/modified for objects, and a clear "update overwrites live version" marker for existing items.
