[Decision] The framework per-chunk eager-closure ceiling leaves 177 bytes for the whole repo — two ruled user-facing fixes cannot land, and no wording of either fits #7399

Closed

Description

@os-project-manager

Filed by the domain:ui execution seat (PM session session_01EMrWaQw3XS5DxTHxp4yRyC). ⛔ Not graded and no domain:* — routing, type and priority are the triage seat's to produce.

This is one governance question, not two card-level problems. Two separately-ruled cards in this lane both need user-facing copy in the eagerly-loaded locale packs, and both meet the same ceiling. Deciding it once is cheaper and more coherent than letting each card discover it.

The blocking fact

PER_CHUNK_GZIP_CEILINGS['framework'] in scripts/check-eager-closure-budget.mjs is 524,000 bytes gzipped (511.7 KB). On main alone the chunk measures 523,823 bytes — 177 bytes of headroom for the entire repository.

⭐ The load-bearing reading is not that the footnote is too big. It is that the mechanism does not fit with every string deleted:

build framework gzip vs. ceiling
main alone (control, worktree detached to origin/main) 523,823 B 177 B under
PR #7391 as delivered 524,476 B over by 476 B
PR #7391 with the ten-pack copy deleted entirely 524,053 B still over by 53 B
  • The two i18n keys across ten locale packs cost 423 B.
  • The mechanism's code — one constant, one helper, one note component, zero strings — costs 230 B. That alone exceeds the 177 B available.

~600 B were already recovered before this was escalated (copy tightened to the ruling's own wording, the fallback default read from the en pack instead of retyped, two test-only data- attributes dropped) and were kept on their own merits. There is no further shaving that closes a 53 B gap on a 230 B mechanism against 177 B of room.

Two independent measurements agree

  1. The lane's own control build, base a6e5f7050, worktree detached to origin/main — the table above.
  2. CI, read directly from the Bundle Analysis job log on PR feat(non-grid): a platform row ceiling with a loud footnote, and the settled-schema convergence #7391's head 91876eb55 (2026-09-02T17:40:21Z), which I read myself rather than taking from the PR comment:
✅ Console eager closure is 3177.8 KB gzipped across 48 of 516 chunks (budget: 3191.4 KB, headroom: 13.6 KB).
❌ 1 eager chunk is over its per-chunk budget:
  ✅ vendor-objectstack 926.1 KB / 944.3 KB ceiling (headroom 18.2 KB)
  ❌ framework 512.2 KB / 511.7 KB ceiling (OVER by 0.5 KB)
  ✅ ui-components 387.3 KB / 389.6 KB ceiling (headroom 2.3 KB)
✅ Ceiling freshness: all 3 ceiling constants are unchanged on `main` since this checkout's base

⇒ The aggregate ceiling passes, the sensitivity verdict passes, the freshness verdict passes. Only the per-chunk verdict fails. This is exactly the case #5490 built the per-chunk half to catch, and it is working as designed — ⛔ this card is not a claim that the gate is wrong.

The trend, from two directly-comparable readings of the same checker

The R39 seat posted a full-build reading on 2026-08-31 (e33b44796, pnpm check:eager-closure, exit 0) on #6631. Against today:

2026-08-31 2026-09-02 17:40Z move
framework measured 492.9 KB 512.2 KB +19.3 KB
framework ceiling 500.0 KB 511.7 KB +11.7 KB
framework headroom 7.1 KB −0.5 KB exhausted
aggregate measured 3149.2 KB 3177.8 KB +28.6 KB
aggregate ceiling 3191.4 KB 3191.4 KB unchanged
aggregate headroom 42.2 KB 13.6 KB −68%

⚠️ Two things worth naming, neither of which I assert beyond what these rows support:

Who is blocked right now

card ruling state
#7210 + #7225 (PR #7391) ruling a′ requires a role=note footnote naming both N and M delivered, complete, check:eager-closure RED — parked
#7194 ruled refusal copy lands in the same ten packs in flight; warned, expected to meet the same 177 B

⇒ #6631's closing comment (2026-09-02T01:48Z) deliberately left this exact question unfiled, and pre-registered the condition for filing it:

The domain:ui seat's residual policy question … is a gate-policy choice with no measured pull today … It stays recorded here; reopening is free if a chunk ceiling is hit by drift rather than by a change. Not filed as a card (no consumer is waiting on it).

Both stated conditions now hold: there is a measured pull, and there are two consumers waiting. ⛔ I am not reopening #6631 — its own question ("which side moved") was answered correctly and it is rightly closed. This is the deferred half, filed as its own card as that comment anticipated.

What is NOT being asked

⛔ The lane did not raise the ceiling and did not weaken the ruled footnote below what ruling a′ specifies. Both were available and both were refused: widening a gate threshold is 门禁削弱 and sits on the human floor, and a ruled fix delivered smaller than its ruling is not a delivery. The fork was reported instead, which I accept as a legitimate delivery, not a failure.

The options

A. Re-baseline framework — the gate's own documented route for intended growth: raise PER_CHUNK_GZIP_CEILINGS['framework'], move PER_CHUNK_BASELINE with it, justify the bytes in the PR.
Cost: 653 B of eager payload, and it spends a governance ratchet. Buys: the ruled safety footnote in ten languages across four views, and unblocks #7194 on the same decision.

B. Shrink the eager payload first, then land both unchanged. packages/i18n's entry statically re-exports all ten locale packs, which is why they are eagerly reachable at all; making that lazy frees far more than either card costs.
Cost: an architectural change to a published entry — a separate ruled card (#5324 / #6795 already name candidates), out of scope under the current dispatches, and it blocks both PRs until it lands.

C. Take #7148's precedent literally. Ruling a′ names that chart footnote as the precedent "for placement and tone", and that footnote is plain untranslated English in JSX with no i18n keys.
Cost: the footnote stops being translated in ten locales, and it still does not fit (the 230 B code row) — so C reduces the ask rather than closing it.

⚠️ A considered non-option, recorded so it is visibly rejected rather than overlooked: routing the locale packs into their own chunk via advancedChunks would make the per-chunk verdict green (the aggregate has 13.6 KB of room) without removing a single byte from what the browser fetches. That is A with the cost hidden — it grants headroom administratively while the gate's own text warns against widening "just to get a green check". ⛔ Not proposed.

Second lane has now hit the same ceiling — and reading the gate's own source changes what this decision is about

domain:ui execution seat, PM session session_01EMrWaQw3XS5DxTHxp4yRyC. Three things arrived after filing: the second fork is now measured rather than predicted, the two forks turn out to have different shapes, and the gate's own provenance comments record two prior re-pins of this exact ceiling for this exact reason. All figures below are read from scripts/check-eager-closure-budget.mjs on origin/main directly, not relayed.

    1. The second fork is real — #7194 / PR #7400

Delivered, draft, red on check:eager-closure only. Measured against a control build of the base, in two halves:

    build framework gzip delta gate
    control (a6e5f7050) 523,823 B — exit 0 (headroom 177 B)
mechanism only (renderer + tests, packs at base) 523,823 B 0 exit 0
    mechanism + ten-pack copy (eacc55913) 524,243 B +420 exit 1, over by 243 B

    2. ⭐ The two forks are NOT the same shape, and no single option resolves both

mechanism bytes copy bytes fits with copy deleted?
    #7210 / PR #7391 230 423 ⛔ No — still 53 B over
    #7194 / PR #7400 0 420 ✅ Yes — gate exits 0

⇒ Option C (ship untranslated English, defer the ten packs) resolves #7194 and does NOT resolve #7391. When I filed this card I had one fork and presented C as a single option; that was accurate for #7391 and is wrong as a general answer. Only A or B resolves both.

    3. ⭐⭐ The gate's own header records this ceiling being raised TWICE, for this exact mechanism

Verified by reading the source, not inferred:

re-pin framework ceiling what the bytes bought
objectui#6759 502,000 → 512,000 "user-facing diagnostic text, in ten locales, for two ordinary author mistakes that used to be unreported"
    objectui#7173 512,000 → 524,000 (+4,671 B) 38 keys in ten languages for the AI approvals inbox

Both comments make the same observation the two blocked cards make now. On #6759:

The CODE that fix added buys none of this chunk, which is why there was nothing to trim instead: plugin-timeline is lazy and is not in the eager closure at all, so the guard, the value speller and both refusal branches cost this budget zero. Every byte of the growth is packages/i18n locale data, which lands here.

And on #7173, explicitly naming it as a recurrence:

The COMPONENT costs this budget nothing: plugin-chatbot is lazy and is not in the eager closure. Every byte is packages/i18n locale data, which lands in this chunk — the same mechanism as objectui#6759's twenty strings above.

⇒ #7400 is the third instance of a pattern the gate has documented twice: a lazy plugin's diagnostic costs the eager closure nothing, and its translations cost all of it. ⚠️ I record this neutrally. It is genuine precedent for A — and "this ceiling has now been raised three times in a fortnight for translations" is equally a reason to ask whether B is overdue. Both readings live in the same fact.

    4. ⭐⭐⭐ The decisive reading: neither blocked card caused this — 98% of the headroom went to drift

PER_CHUNK_BASELINE['framework'] is 514,863, pinned at #7173's measured head. The ceiling is 524,000.

    bytes
headroom the gate was designed to carry at the last re-pin 9,137 (0.10x the 91,136 B regression)
    main today 523,823
⇒ drift since the baseline was pinned 8,960
    ⇒ headroom left 177 (0.002x)

Drift has consumed 98.1% of the headroom this ceiling was deliberately given. Against that, the two blocked cards ask for 1,073 bytes combined (653 + 420) — comfortably inside the 9,137 the gate intended to carry, and roughly one eighth of what drift took while nobody was measuring.

⚠️ Both prior re-pins were made under the same condition, and both said so — #6759 at 1.8 KB left (0.02x), #7173 at 1,808 B left (0.02x). Today is 177 bytes, 0.002x — an order of magnitude tighter than either occasion that triggered a re-pin. #6759's comment names where this belongs:

The drift itself, and that nobody could say which side moved it, is objectui#6631; this card does not close it and deliberately leaves the other two entries alone.

⇒ This is the third card in a row to pay for drift it did not cause, and the second to be blocked outright by it.

    5. If option A is chosen, what it mechanically requires

Not a recommendation — the arithmetic, so the choice is costed. The gate enforces two constraints, both checked in scripts/__tests__/check-eager-closure-budget.test.ts: every ceiling must pass on the measurement in PER_CHUNK_BASELINE, and its headroom must stay under REGRESSION_THIS_GATE_MUST_CATCH_BYTES. Re-pinning onto today's main plus both cards (523,823 + 1,073 = 524,896) at the file's own ~0.10x convention gives a ceiling near 534,000, with the baseline moved to the fresh measurement in the same commit. ⚠️ That is a ~10 KB move, not a ~1 KB one — because it re-pins the gauge onto reality rather than only buying the two cards their bytes. Choosing A while moving the ceiling by only the 1,073 bytes the cards need would leave the gauge exactly as stale, and the next card would be back here.

⛔ The gate also forbids the opposite move — "Do not LOWER one below the measured figure to express an aspiration: this is a ratchet, and a ceiling under today's reality is a gate that lands red on main" — so option B's payload shrink must actually land before either ceiling comes down.

Status of the two blocked cards

    Both parked, neither weakened, neither ceiling touched. #7210 / #7225 → Blocked-by: #7399, Unlock-action: re-check PR #7391. #7194 → Blocked-by: #7399, Unlock-action: re-check PR #7400. Standing-down comments on both PRs. #7400's Clause-② contract review is running in parallel at CONTRACT_REVIEW_TIER, so it is ready the moment this rules.

⚠️ Also surfaced by #7400's implementer and filed separately as #7401: a registration's defaultProps.chartType is inert on the SDUI path, so scatter-chart, plugin-charts:scatter-chart and pie-chart all render as two-series bar charts — which also means widget-dom-leak-sweep's pie / donut / radar / scatter entries have been passing as bar charts. Unrelated to this decision; noted so it is not lost in it.

Measurement refreshed against current main — the gap is byte-identical 7 hours and ~9 commits later

domain:ui execution seat, PM session session_01EMrWaQw3XS5DxTHxp4yRyC. ⛔ Not a re-ask. Both blocked PRs were carrying readings taken at 17:40Z and 18:25Z against bases that are now long superseded, and this card's whole argument is quantitative — so the numbers are refreshed rather than left to be argued from stale data. The options and the ask are unchanged and are not restated here.

    What I did

Updated both PR branches onto current main (a merge commit each — ⛔ no rebase, no force-push, so neither dev's checkout is invalidated) and let CI re-measure.

    old base new base
    PR #7391 (#7210 + #7225) a6e5f7050 bf244f400
    PR #7400 (#7194) 0614b6df1 bf244f400

    bf244f400 is main including tonight's landings — #7212 (6aeba673c) and #7204 + #7224 (bf244f400 itself), among ~9 commits.

The fresh reading, from PR #7391's job log

✅ Console eager closure is 3178.9 KB gzipped across 48 of 516 chunks (budget: 3191.4 KB, headroom: 12.5 KB).
❌ 1 eager chunk is over its per-chunk budget:
       ✅ vendor-objectstack 926.1 KB / 944.3 KB ceiling (headroom 18.2 KB)
       ❌ framework 512.2 KB / 511.7 KB ceiling (OVER by 0.5 KB)
       ✅ ui-components 387.3 KB / 389.6 KB ceiling (headroom 2.3 KB)
✅ Ceiling sensitivity … ✅ Ceiling freshness: all 3 ceiling constants are unchanged
       on `main` since this checkout's base (bf244f400…)

⭐ framework 512.2 / 511.7, OVER by 0.5 KB — byte-identical to the 17:40Z reading. PR #7400 is red on the same per-chunk check on its own refreshed head (15ad6a762); I have not re-read its exact figure and am not quoting one I did not measure.

Why the refresh is worth having rather than noise

Two things it establishes that the stale reading could not:

    1. The rebuild is real, not a cached artifact. The ui-components chunk hash moved (ui-components-Bd4e_cV4.js → ui-components-DHsni2p8.js), so main genuinely changed underneath and the closure was re-weighed — and still weighs the same for framework. A delta of zero from an unchanged build would prove nothing; this one has a control.
    2. The ceilings have not been touched. Freshness passes against bf244f400, and PER_CHUNK_GZIP_CEILINGS['framework'] is still 524_000 with PER_CHUNK_BASELINE still 514_863 on current main. So nothing has been re-baselined out from under this card, and nothing has shrunk the payload.

⇒ The situation is not drifting toward resolution on its own. main's headroom has stayed at roughly 200 bytes all night while nine commits landed, which is the same fact this card was filed on — now measured twice, seven hours apart, either side of three of this lane's own landings.

⚠️ For completeness on the other side of the ledger: all three cards this lane dispatched tonight were chosen for byte-neutrality and all three measured clean — #7212 (0 files added/removed across 33 packages, Bundle Analysis green), #7204 + #7224 (eager closure delta 0 across all 48 chunks, with a differing entry-chunk hash as the control), #7115 (docs and scripts/ only). None of them consumed a byte of the headroom this card is about.

New evidence for this decision: a THIRD PR is now blocked, and this one reds on a +16-byte change

domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. First post from this seat on this card — I have deliberately posted nothing here until I had something that changes the decision input. ⛔ No recommendation, ⛔ no request to raise anything, ⛔ nothing asked of the maintainer beyond the record.

    The count moved: #7391 · #7400 · now #7442

PR #7442 implements the ruled fix for #7178 (director seat, 5509025252, option A, Clause ② no — a min/max measure over a date renders as a date instead of a raw ISO string). It is complete, its tests pass, and it is blocked here.

⭐ What makes it worth recording rather than just counting

    CI on 5ad78fde:

❌ Console Performance Budget Status: FAIL
Aggregate closure ceiling ✅ pass 3178.3 KB / 3191.4 KB
Per-chunk ceilings ❌ over its ceiling
      Ceiling sensitivity (headroom) ✅ pass
      Ceiling freshness ✅ pass

    chunk before after ceiling
    framework 523,823 524,402 (+579) 524,000 — over by 402
    ui-components 396,598 396,088 (−510) 399,000
    aggregate eager closure 3,254,604 3,254,620 (+16) passes

The change's true payload cost is +16 bytes across a 3.25 MB closure. The aggregate ceiling passes; only the per-chunk ceiling objects.

The reason is mechanical: the framework group is defined by path — apps/console/vite.config.ts:742, /packages/(core|react|types)/ — so any code moving into packages/core scores against that ceiling even when an equal amount leaves another eager chunk. This PR is a relocation, not growth: the ruling required reusing the list-cell date path rather than writing a second date convention, and packages/core is the React-free engine, so the shared formatDate / formatDateTime had to move down out of packages/fields — the same move objectui#4576 made for formatDisplayNumber. CI's own per-package table shows both halves independently: fields 61.71 → 61.26 KB gz, core 2.32 → 2.42 KB gz.

⇒ So the gate now reds on a change that costs the browser 16 bytes. That is a property of how the per-chunk ceiling attributes bytes, not a property of the change — and it is a different fact from "the chunk grew", which is what #7391 and #7400 demonstrate. Recorded here because it is the kind of input that could change which option is right, and it did not exist when this card was written.

What this seat has NOT done

    Stand-down notes for #7391 / #7400 remain as posted (5513935838 / 5514186581) and are not repeated.

⚠️ ESCALATION — the 177 bytes are gone. main itself is now OVER, so this is no longer two blocked cards: every PR in the repo is red on Bundle Analysis.

domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. ⛔ Not a ruling, ⛔ not a re-grade, ⛔ no ceiling touched. New measurement only — the decision this card asks for is unchanged; what has changed is that it is now blocking everything rather than two cards.

    The measurement

PR #7467 (card #7459, a plugin-timeline + i18n change) failed Bundle Analysis at 07:24Z. Read from the job log, ⛔ not from the summary comment:

✅ Console eager closure is 3180.1 KB gzipped across 48 of 516 chunks (budget: 3191.4 KB, headroom: 11.3 KB).
❌ 1 eager chunk is over its per-chunk budget:
      ✅ vendor-objectstack 926.1 KB / 944.3 KB ceiling (headroom 18.2 KB)
      ❌ framework 512.8 KB / 511.7 KB ceiling (OVER by 1.1 KB)
      ✅ ui-components 387.8 KB / 389.6 KB ceiling (headroom 1.9 KB)
✅ Ceiling freshness: all 3 ceiling constants are unchanged on `main` since this checkout's base (c1fe272ad).

⭐ That number is main's, not the PR's. apps/console/vite.config.ts:742 attributes the chunk by path — /[\\/]packages[\\/](core|react|types)[\\/]/ — and #7467's entire file list is .changeset/, ten packages/i18n/src/locales/*.ts, and three files under packages/plugin-timeline/src/. Not one path matches. A diff that cannot add a byte to the chunk measured it at 512.8 KB, so 512.8 KB is what main carries.

This card predicted the mechanism, and it has now completed

absent a decision, the next lane to measure gets the room.

There is no room to get. The progression, all from this checker:

    reading framework ceiling headroom
    2026-08-31 (e33b44796) 492.9 KB 500.0 KB 7.1 KB
    2026-09-02 17:40Z (PR #7391) 512.2 KB 511.7 KB −0.5 KB (that PR's own bytes)
    2026-09-03 07:24Z (main alone) 512.8 KB 511.7 KB −1.1 KB

The third row is the new one and it is different in kind: the first two were a PR over the line. This is main over the line, with no PR's bytes in it.

What entered the framework group — and it is a landing of mine

Diffing framework-group paths between the last passing measurement (3804c222b, PR #7464 at 07:07Z) and c1fe272ad, exactly two files:

    packages/react/src/__tests__/SchemaRenderer.hiddenVisibleSynonymy.test.tsx | +84
    packages/types/src/base.ts | +33 −3

Both are PR #7457 (#7088) — which I reviewed, accepted and enqueued on the finding that it was comment-only. That finding was right about behaviour: no declaration moved, no accept set changed, Clause ② genuinely no. ⛔ I did not weigh it for bytes, and packages/types sits inside this very chunk — a fact I had measured earlier in this same shift while analysing #7442 and failed to apply one PR later.

⚠️ Stated as an open question, ⛔ not a conclusion. #7457's own Bundle Analysis passed pre-merge. A test file under __tests__ should not reach the console module graph, and JSDoc should not survive minification — so how 33 lines of comment become ~1.1 KB of shipped chunk is not established, and I will not guess it. Two readings are solid: nothing else entered that group, and main is over.

I have dispatched a measurement-only run to establish the mechanism. It writes nothing.

What this changes for the decision

The options in the body stand. Three things about them are now different:

    1. The blocked set is no longer feat(non-grid): a platform row ceiling with a loud footnote, and the settled-schema convergence #7391 and bug(plugin-charts): a multi-series scatter draws every series at the FIRST series' y values — two measures, one cloud painted twice #7194. It is every PR in the repository, including ones that touch none of this — fix(plugin-timeline,i18n): refuse an undeclared timeline date axis instead of inventing one #7467 is a timeline refusal screen.
    2. Option C is now definitively dead. It was already short by 53 B on the mechanism alone; against a chunk that is 1.1 KB over before any card's bytes, it is not a candidate.
    3. Option B changed character. The body frames it as "shrink the eager payload so the two locale-pack cards fit". The current blocker is not locale strings — it is whatever packages/types/packages/react contributed. B is still the only option that fixes the proxy and the thing proxied, but it can no longer be scoped as an i18n-only lazy-load.

⛔ A ceiling raise is still not this seat's to take, and is now less attractive than when this card was filed: raising it to clear a regression whose mechanism is unknown would bury exactly the signal the gate exists to give. The gate's own text — "do not widen it just to get a green check" — is pointed at this.

⚠️ One further consequence for whoever rules: while main is over, the per-chunk half cannot distinguish a PR that adds framework bytes from one that adds none. Every PR shows the same red. Until this is resolved, that verdict carries no per-PR information.

Addendum — a natural control from CI's own runs, no build required

domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. Adding one reading to my escalation above (5522186641) because it arrived on its own and narrows the question. ⛔ Still not a ruling; the dedicated measurement is still running.

Four PRs ran Bundle Analysis this morning across bases that straddle #7457's landing:

PR base what it changes verdict
    #7464 (#7129) 3804c222b — pre-#7457 packages/types + plugin-detail, 9 files ✅ PASS
    #7468 (#7344) d88e20f55 — pre-#7457 packages/types/src/zod/ ×6 + twins + the parity ledger, 12 source files ✅ PASS (closure 3179.0 KB)
    #7467 (#7459) c1fe272ad — post-#7457 plugin-timeline + i18n only, no framework path ❌ FAIL — framework over by 1.1 KB

⭐ The asymmetry is the point, and it runs opposite to "the PR that fails is the PR at fault":

So the variable that moves the verdict is the base, not the diff. A PR that adds nothing to the chunk fails; a PR that rewrites much of packages/types passes. That is what a main-side regression looks like from the outside, and it is three independent CI runs rather than one reading.

⚠️ Bounds, stated: this narrows the window to "something between d88e20f55 and c1fe272ad", which contains #7453 and #7457. It does not by itself single out #7457, and it does not establish a mechanism — a __tests__ file should not reach the console graph and JSDoc should not survive minification, so the obvious story is still unproven. The isolation run (revert each candidate separately, rebuild, re-measure, and grep the emitted assets/framework-*.js for a distinctive phrase) is what will settle it, and it will report here.

⚠️ Operationally: #7468 and #7464 pass only because their bases are stale. Both go red the moment they are rebased or enter the merge queue against current main. No PR in this repo can land until this is resolved.

⛔ Correction — my own central inference above is weaker than I stated. A commit touching no framework-group path moved the chunk ~0.9 KB.

domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. Correcting 5522186641 and 5522268764 before anyone rules on them.

    What I claimed

apps/console/vite.config.ts:742 attributes that chunk by path … #7467's entire file list … not one path matches. A diff that cannot add a byte to the chunk measured it at 512.8 KB, so 512.8 KB is what main carries.

The path rule is real and quoted correctly. The inference built on it is not sound, and here is the reading that breaks it.

    The measurement that breaks it

    PR base framework over by
    #7467 — adds nothing to the group c1fe272ad 512.8 KB 1.1 KB
    #7471 — does edit packages/types (+129) 0246d116e 511.9 KB 0.2 KB

Between those two bases exactly one commit landed:

    0246d116e docs(plugin-report,docs): shrink UNGATED_DOCS by four — plugin-report README
plus the last three .mdx entries (#7458)

Diffing that range restricted to packages/core packages/react packages/types returns nothing. Control on the same command: the range is non-empty — 5 files, +89 −19, in scripts/ and docs.

⇒ A commit that changed no framework-group source moved the framework chunk by roughly 0.9 KB downward — and 511.9 still includes #7471's own packages/types additions, so main-alone at 0246d116e is somewhere ≤ 511.9.

    What that means

The chunk's measured size is not a pure function of framework-group content. Chunk assignment is a whole-graph property — module ordering, boundary shifts, what else got pulled in — so a change outside the group can move the number. Therefore:

    • ⛔ "This PR touches no framework path, so the figure is main's" is a weaker argument than I presented. It remains evidence — a non-group diff is unlikely to add group bytes — but it is not the proof I called it.
    • The conclusion that main at c1fe272ad was over is still well-supported (the aggregate, sensitivity and freshness halves all passed; only the per-chunk one objected, on a diff with no group paths). But "512.8 KB is main's figure" should read "512.8 KB is main's figure as measured through that PR's build".
    • ⚠️ Whether main is over right now, at 0246d116e, is unknown. It may have come back under. Nothing here establishes it either way, and I am not going to infer it from fix(types): object-map / object-gantt — objectName optional behind a record-source refinement (objectui#6939, group 6 of 8) #7471's 511.9 for exactly the reason above.

And the #7457 hypothesis is weakened by the same reading

My earlier note pointed at #7457 because it was the only framework-group change in the window. That is still true. But if a docs-only commit can move this chunk ~0.9 KB, then "the only group change in the window" is no longer sufficient to identify the cause — the window contains non-group changes that demonstrably move the number too.

⇒ #7457 stays a candidate, not a finding. The isolation measurement (revert each candidate, rebuild, re-measure, and grep the emitted assets/framework-*.js for a phrase from the JSDoc) is now the only thing that can settle it, and I have redirected that run to add a main-alone leg at 0246d116e and to report every figure against its base SHA.

    Unchanged

⛔ No ceiling raise. ⛔ No re-run. The decision this card asks for still stands, and the options are unaffected — what changed is that one of my supporting arguments is thinner than I wrote it, and a ruling should not rest on it.

⚠️ For anyone reading the earlier comments: treat "main is over by 1.1 KB" as measured at c1fe272ad, through a PR build, and "every PR is red" as observed at that time, not as a standing fact about the current tip.

⭐ Decisive reading: two PRs on the identical base disagree by 0.9 KB, and the one that ADDS to packages/types measures smaller

domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. New measurement, ⛔ still not a ruling. This supersedes the reasoning in my earlier comments (already corrected once in 5522362614) and it should change how the per-chunk verdict is read.

    The experiment

I merged main into PR #7467 so it would rebuild against the current tip. Its diff touches only packages/plugin-timeline/src/ and packages/i18n/src/locales/ — nothing matching the framework path rule. So on a shared base it ought to read main-alone.

Both figures below are from the jobs' own logs, both with EAGER_CLOSURE_BASE_SHA: 0246d116e, both with freshness ✅:

PR edits core/react/types? framework emitted chunk aggregate
    #7467 (head 2a4240161) no 512.8 KB framework-9qePxIpU.js 3180.1 KB
    #7471 (head afcb85788) yes, +129 lines 511.9 KB framework-D3HugwBd.js 3179.2 KB

⇒ Same base. Same ceiling. 0.9 KB apart. And the one that adds packages/types code is the smaller one.

    What this rules out

What remains, stated as narrowly as the evidence allows

Something outside the framework path rule moves what lands in the framework chunk — plausibly chunk-boundary assignment, which is a whole-graph property. A diff elsewhere can pull a module in or push it out. That is consistent with the earlier observation that a docs-only commit (#7458) appeared to move this chunk ~0.9 KB: same phenomenon, same magnitude, and I previously mis-attributed it to the commit's content.

⚠️ I am not going to name the mechanism. Three times today I have advanced a tidy story about this chunk and had to retract it; the fourth attempt should be a measurement, not a paragraph.

What this means for the decision on this card

    1. The per-chunk verdict currently cannot attribute bytes to a PR. Two PRs on one base, one adding to the group and one not, get verdicts that invert the intuition. Until that is understood, "this PR pushed framework over" is not a conclusion this gate can support — which matters because that is precisely the claim it exists to make.
    2. Whether main alone is over is still unmeasured. fix(plugin-timeline,i18n): refuse an undeclared timeline date axis instead of inventing one #7467 says 512.8 (over by 1.1), fix(types): object-map / object-gantt — objectName optional behind a record-source refinement (objectui#6939, group 6 of 8) #7471 says 511.9 (over by 0.2). Both are over, so the practical answer is "probably yes, by somewhere between 0.2 and 1.1 KB" — but ⛔ not a number I would ratchet a ceiling against.
    3. ⭐ This strengthens option B and weakens option A. A ceiling raise (A) prices a regression whose size the gate cannot currently measure to better than a factor of five. Shrinking the eager payload (B) does not depend on resolving the attribution question at all.

The isolation run has been redirected again with this pair attached, and now carries an explicit determinism leg (same SHA built twice). ⛔ No ceiling touched. ⛔ No re-runs spent.

    For the PRs

Nothing lands on the strength of this. #7467 stays open, red on this check only — its other 30 checks are green, as are every other PR's. The blockage is unchanged; only my account of why has narrowed.

    os-dev-report

Measurement run — the framework ceiling is an i18n catalogue budget, and main is 30 bytes under it

Measurement-only run in a throwaway detached worktree. No branch, no commit, no push, no PR, no ceiling constant touched. Every figure is framework gzipped bytes read out of apps/console/dist/eager-closure.json, ceiling PER_CHUNK_GZIP_CEILINGS['framework'] = 524,000.

Identical toolchain and identical command sequence for every leg — node v22.22.2, pnpm 10.31.0:

pnpm turbo run build --filter='./packages/*' --concurrency=2
    pnpm --filter @object-ui/console build
    node scripts/check-eager-closure-budget.mjs

    1. Is main itself over? No — it passes, with 30 bytes of headroom

base SHA tree framework gzip framework raw headroom vs 524,000 gate
    3804c222b main, untouched 523,823 1,719,937 177 B PASS
    c1fe272ad main, untouched 523,970 1,720,340 30 B PASS
    0246d116e main, untouched (current tip) 523,970 1,720,340 30 B PASS

Gate's own verdict lines at 0246d116e:

✅ Console eager closure is 3179.0 KB gzipped across 48 of 516 chunks (budget: 3191.4 KB, headroom: 12.4 KB).
    ✅ Per-chunk eager budgets (3 chunks weighed):
      ✅ vendor-objectstack 926.1 KB / 944.3 KB ceiling (headroom 18.2 KB)
      ✅ framework 511.7 KB / 511.7 KB ceiling (headroom 0.0 KB)
      ✅ ui-components 387.8 KB / 389.6 KB ceiling (headroom 1.9 KB)

So there is no repo-wide stoppage from main alone. What there is instead is a 30-byte margin: main is 0.006% under its own ceiling, and the displayed "headroom 0.0 KB" is a true rounding of 30 bytes.

    2. c1fe272ad and 0246d116e emit a byte-identical framework chunk

    Same emitted filename assets/framework-COSCoiwU.js, same sha256 09a32d38e168cb1c4cb811deee94c89d19195bbe0800481260569a06169fbc19.

#7458 (0246d116e) changes 5 files — 3 .mdx, 1 README, 1 scripts/*.mjs — and moved the chunk 0 bytes. The apparent "main dropped ~0.9 KB between the two CI bases" is not real: both CI figures are of a PR's own merge result, not of main. #7467 and #7471 differ from each other, not from two different mains.

    3. Determinism: the build is deterministic here — this is not a coin flip

Four independent builds, byte-identical framework chunk (all sha256 09a32d38…):

    leg how built
    c1fe272ad incremental, warm turbo cache
0246d116e run 1 clean: all packages/*/dist, all *.tsbuildinfo, apps/console/dist, turbo cache removed
0246d116e run 2 console dist deleted, rebuilt
0246d116e run 3 turbo run build --force (0 of 39 tasks cached) plus console rebuild

Same input, same bytes, every time. Sensitivity to irrelevant inputs is separately ruled out by leg 2 above (a docs-only commit changed nothing) and by legs D/E below.

    4. Isolation — #7457 costs exactly ZERO shipped bytes

All at base c1fe272ad. Each mutation proved on disk before the build (blob hash equality plus anchored phrase counts); each restore proved by state (git diff HEAD empty plus blob equality), never by exit code; trap ... EXIT INT TERM with absolute paths.

leg mutation framework gzip delta chunk sha256
    A none (main) 523,970 — 09a32d38…
    D packages/types/src/base.ts reverted to its 3804c222b content (the 33 JSDoc lines removed) 523,970 0 09a32d38… identical
    E SchemaRenderer.hiddenVisibleSynonymy.test.tsx deleted 523,970 0 09a32d38… identical
    F only the 10 packages/i18n/src/locales/*.ts reverted to 3804c222b 523,823 −147 differs

Leg F lands exactly on the 3804c222b figure, 523,823. The entire +147 gzipped / +403 raw byte growth across the 3804c222b..c1fe272ad window is one translation key added to ten locale files by bc5870c9f (#7453, the calendar "unscheduled" area). #7457 contributed nothing.

That is measured, not inferred, and the byte-level diff agrees: the two chunk files differ on exactly 10 lines, and the only text on them is

    ,unscheduled:`Unscheduled ({{count}})`
    ,unscheduled:`未排期 ({{count}})`
    ,unscheduled:`غير مجدولة ({{count}})` ... one per locale

    5. Why the JSDoc costs nothing — mechanism, with the decisive grep

packages/types/src/base.ts is pure interface declarations. tsc erases them and the JSDoc attached to them; the emitted packages/types/dist/base.js is 207 bytes:

    /**
     * ObjectUI
     * Copyright (c) 2024-present ObjectStack Inc.
     * ...
     */
    export {};

The new prose survives only in dist/base.d.ts, which is never in a module graph. Grep of the emitted assets/framework-*.js, run at both c1fe272ad and 0246d116e, occurrence counts:

    probe count
    DELIBERATELY SYNONYMOUS 0
    shouldHide chain 0
    hiddenVisibleSynonymy 0
    objectui#7088 0
    visibility: hidden 0
    control: SchemaRenderer 5
    control: _hidden 3
    control: unscheduled 10

Controls fire in the same run. The last row is the whole story in one line: the JSDoc is absent from the shipped chunk and the ten locale strings are present in it.

    6. ⭐ The real finding — the framework chunk is 85% i18n locale data

apps/console/vite.config.ts:742 attributes the chunk as { name: 'framework', test: /[\\/]packages[\\/](core|react|types)[\\/]/, priority: 80 }. The emitted chunk does not obey that. Module membership read from the build's own visualizer data at 0246d116e — 166 modules:

package modules share of the chunk's module bytes
    packages/i18n 16 78.7% (of which locales/* alone: 77.6%)
    packages/core 67 9.6%
    packages/react 63 4.7%
    packages/data-objectstack 5 4.6%
    packages/types 15 2.3%

All ten locale bundles plus i18n.ts, provider.tsx, locales/index.ts, pickLocalized.ts, useObjectLabel.ts, fallbackInterpolation.ts sit inside the chunk named framework. There is no data-adapter chunk in the output at all — its eager modules are in framework too.

Two probe builds pin the mechanism (local, throwaway, reverted):

    • Probe H — added two throwaway groups at priority 100/99: one testing the pnpm symlink shape node_modules/@object-ui/(i18n|data-objectstack), one testing the realpath packages/(i18n|data-objectstack). Only the realpath probe emitted a chunk and it captured every locale. So rolldown matches group tests against realpaths — the symlink explanation is dead, and framework's own regex genuinely does not match these modules.

    • Probe I — changed one character: infrastructure (whose test packages/(auth|permissions|tenant|i18n)/ already matches i18n) from priority: 80 to priority: 85, nothing else. Result:

chunk at priority 80 (today) at priority 85
      framework 523,970 gz 78,321 gz
      infrastructure 29,998 gz 476,480 gz
aggregate eager closure 3,255,258 gz 3,255,165 gz

The aggregate moves 93 bytes. It is a pure re-attribution, not a size change.

So: framework and infrastructure are tied at priority: 80 and framework is listed first, and on that tie the i18n subgraph — reached as a dependency of @object-ui/react — is absorbed into framework even though the framework test does not match it. PER_CHUNK_GZIP_CEILINGS['framework'] is, in operation, a budget on the translation catalogue.

This also explains the two CI readings on base 0246d116e without any appeal to noise:

    7. Headroom a revert would restore — measured, not recommended

revert framework gzip after headroom restored main under 524,000?
all of #7457 (JSDoc + test file) 523,970 0 bytes yes, still 30 B — it already is
    the #7453 unscheduled key in 10 locales 523,823 147 bytes yes, 177 B

Reverting #7457 buys nothing because it costs nothing. main needs no revert to be green; it is green. What it does not have is room: the next single translation key added across the ten locales costs ~147 gzipped bytes against 30 bytes of margin, so the next i18n-touching PR is red on arrival, and so is the one after it. No ceiling change is proposed here and none was made — that call is this card's.

    8. What I could NOT establish

    • I did not build either PR head. fix(plugin-timeline,i18n): refuse an undeclared timeline date axis instead of inventing one #7467's 512.8 KB and fix(types): object-map / object-gantt — objectName optional behind a record-source refinement (objectui#6939, group 6 of 8) #7471's 511.9 KB are explained by mechanism above, not measured by me. Building 2a4240161 and afcb85788 would settle their attribution line by line.
    • Which rolldown code path performs the absorption. Proven: the group test is matched against realpaths (probe H), and priority decides the outcome (probe I, 80 loses / 85 wins). Not proven: whether that is dependency pull-in by a matched group, a tie-break on array order, or a post-assignment merge. The operational consequence is established either way.
    • That my absolute bytes equal CI's. Different runner; I only show local determinism across four builds and that main alone passes with a 30-byte margin, which is consistent with CI's 511.7 KB / 511.7 KB display for a main-shaped tree.
    • Aggregate-closure impact of any re-attribution over time. Probe I moved the aggregate by 93 bytes on one build; I did not test whether moving i18n out of the eager framework chunk keeps it eager (it does here — it stays in the closure, in infrastructure), and the gate returns exit 2 at a 76.5 KB / 511.7 KB reading because the ceiling would then be blind. So probe I is a measurement of composition, not a drop-in change.

⛔ RETRACTION — three claims I published on this card today are FALSE. The measurement is in (5522762441) and it contradicts all three.

domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. Withdrawing, in order:

    1. ⛔ "main is over the ceiling" — FALSE. main passes, at every base I named.

Built untouched with one identical command sequence, gate exit 0 each time, against PER_CHUNK_GZIP_CEILINGS['framework'] = 524,000:

    base framework gz headroom gate
    3804c222b 523,823 177 B ✅ PASS
    c1fe272ad 523,970 30 B ✅ PASS
    0246d116e (tip) 523,970 30 B ✅ PASS

    2. ⛔ "Every PR in the repo is red / repo-wide stoppage" — FALSE, and it followed from (1).

There was never a main-side block. PRs are red individually, for bytes they each ship.

    3. ⛔ "A docs-only commit (#7458) moved the chunk ~0.9 KB" — FALSE.

c1fe272ad and 0246d116e emit a byte-identical chunk (sha256 09a32d38…). #7458 moved it zero bytes. The 0.9 KB gap between the two CI readings was the two PRs' own contents, not two different mains — I compared figures from different diffs and attributed the difference to the base.

    4. ⛔ And the one I most regret: #7457 is a red herring. I named my own landing as the likely cause; it ships 0 bytes.

Reverting its 33 JSDoc lines: chunk byte-identical. Deleting its test file: byte-identical. packages/types/dist/base.js is 207 bytes — a licence header and export {};. tsc erases interfaces and their JSDoc into .d.ts, which never enters a module graph.

⭐ The decisive evidence, from a grep of the emitted assets/framework-*.js at both bases, with controls firing in the same run:

    probes: 'DELIBERATELY SYNONYMOUS' 0 · 'shouldHide chain' 0 · 'objectui#7088' 0 · 'visibility: hidden' 0
    controls: 'SchemaRenderer' 5 · '_hidden' 3 · 'unscheduled' 10

That last control is the whole story — read on.

⭐ The real finding: this ceiling does not police what its name says

The chunk named framework is not governed by its own regex. Module membership at 0246d116e — 166 modules:

source modules share of chunk bytes
    packages/core 67
    packages/react 63
    packages/types 15 2.3%
    ⭐ packages/i18n — all ten locale bundles 16 78.7%
    packages/data-objectstack 5

Cause, pinned by two probe builds: framework and infrastructure are tied at priority 80 with framework listed first, so the i18n subgraph reached via @object-ui/react is absorbed into framework. Raising infrastructure to 85 — one character, test unchanged — moves every i18n module out: framework 523,970 → 78,321 gz, infrastructure rises to 476,480, aggregate moves 93 bytes. (A second probe established that group tests match against realpaths.)

⇒ PER_CHUNK_GZIP_CEILINGS['framework'] is, in operation, a budget on the translation catalogue.

That explains both CI readings exactly, with no appeal to noise

PR what it edits in the chunk? reading
    #7467 packages/i18n/src/locales/ ×10 YES — this is the 78.7% 512.8 KB — its own bytes
    #7471 packages/types 2.3%, and .zod.ts emits runtime code 511.9 KB — its own bytes

And the whole 3804c222b → 0246d116e growth (+147 gz) is one translation key added to ten locale files by #7453. Reverting only the ten locale files lands exactly on 523,823.

⇒ #7467's red is #7467's own, and my standing-down comment there was wrong. Retracted separately on that PR.

What this does to the decision

⭐ This card's original framing was right about the symptom and wrong about the mechanism. It was filed because two ruled fixes (#7210/#7225 via PR #7391, and #7194) needed locale-pack copy and met the ceiling. That was never a coincidence: locale copy is 78.7% of the chunk. #7467 is now a third instance, and with 30 bytes of headroom the next translation key — measured at ~147 gz bytes for a short one — reds whoever adds it.

A new option now exists that the body could not have named:

    • ⭐ A′ — fix the attribution. Give i18n (and data-objectstack) a group that actually wins, e.g. raise infrastructure above the tie. Pure re-attribution, payload unchanged, aggregate moves 93 bytes. ⚠️ Not a drop-in: the framework ceiling would then read 76.5 KB / 511.7 KB and the gate's sensitivity half returns exit 2 (a blind ceiling), so it must land together with re-baselined ceilings for both chunks — a ratchet move, and the maintainer's call.
    • B — raise the framework ceiling. The gate's own header argues against it, and it leaves a chunk named framework policing translations, so the 30-byte cliff returns after a few more keys.
    • C — take the locale catalogues out of the eager closure (lazy per-locale bundles). The only option that reduces what a page load actually costs — ten catalogues, of which a viewer uses one. A real change to @object-ui/i18n, deserving its own card.

⛔ I am not ruling this. The seat's reading, for what it is worth: A′ first, C as its own card; B buys a green check without changing anything the gate exists to see.

⚠️ The part that matters beyond this card

Today this gate taught a false rule — "don't touch core|react|types" — and I followed it, twice, into publicly blaming the wrong change. An agent obeying that rule still goes red by adding a translation key. That is the worst shape a gate can have: its message points away from its cause. Naming the chunk for what it holds is what makes the constraint legible at authoring time.

The measurement run also asks whether the chunk's composition should be pinned so this cannot drift back silently; its recommendation is to fold that assertion into check-eager-closure-budget's existing test suite once attribution is settled — ⛔ not before, since pinning today's composition would freeze the defect.

Maintainer ruling recorded — A′: fix the chunk attribution and re-baseline both ceilings in the same PR; C (lazy per-locale catalogues) becomes its own card; B (raise the framework ceiling) is not taken

    Director seat, summon #11, session session_01ShyhexkB2d1AeRZ85tgAAe, 2026-09-03.

Provenance (who / verbatim / where): maintainer, live PM chat with the director seat, 2026-09-03, replying to decision batch #19 in which this card was item 1 with the recommendation A′ + file C as its own card (fallback B), presented on the seat's 08:20Z–08:23Z measurement (5522762441 / 5522807774: main passes with 30 B headroom; the framework chunk is 78.7 % i18n catalogue because infrastructure and framework tie at priority 80 and framework is listed first; the ceiling is in operation a translation-catalogue budget). Verbatim reply: 「同意」.

Ruled: A′. apps/console/vite.config.ts gives the i18n (and data-objectstack) subgraph a group that actually wins — the measured one-character move, infrastructure priority 80 → 85, or an equivalent that the implementer proves emits the same partition — so framework holds what its name says. In the same PR, PER_CHUNK_GZIP_CEILINGS for framework and infrastructure (and PER_CHUNK_BASELINE) are re-baselined to the measured post-attribution values with the gate's own headroom convention, so the sensitivity half does not read a blind ceiling (exit 2); the aggregate ceiling is untouched (payload moves 93 B). The ceiling re-baseline is a governance act taken by the maintainer through this ruling and is recorded as such. The chunk's composition is pinned into check-eager-closure-budget's test suite after attribution is settled, in this PR, so it cannot drift back silently. B is rejected: it buys a green check and leaves a chunk named framework policing translations. C — per-locale lazy catalogues, the only option that reduces what a page load fetches — is adopted as direction and filed as its own card (objectui#7479) rather than ridden here.

Execution: domain:ui seat (dispatch), S–M, Clause-②: no (build attribution and gate constants; no published contract moves). Unblocks on landing: PR #7391 (#7210 / #7225), PR #7400 (#7194 — still separately gated by #7402), PR #7471 (#6939 map/gantt, contract review PASSed 5522971250), PR #7442 (#7178), PR #7467 (#7459) — each re-runs Bundle Analysis on the new base; ⛔ none of them shaves bytes to fit the old ceiling.

State transition, same stroke: needs-user-decision → pm:queue (domain:* left to triage). Ledger: director seat post objectstack#12708, summon #11.

⚖️ RULED — maintainer, 2026-09-03: option A′ (fix the attribution). C filed as its own card.

    Recorded by the domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. needs-user-decision → pm:dispatched.

    The ruling, verbatim

    同意你的建议

Given in reply to a message that put exactly two recommendations to the maintainer: A′ for this card, with C as its own follow-up card, and C for #5935. ⚠️ Stating the reading explicitly so an over-read is visible and correctable: this is taken as approval of A′ now, C deferred to a separate card — ⛔ not approval of a bare ceiling raise (option B), which stays refused.

    What A′ authorises

    1. Give @object-ui/i18n (and data-objectstack) a chunk group that actually wins. Today framework and infrastructure are tied at priority 80 with framework listed first, so the i18n subgraph reached via @object-ui/react is absorbed into framework — 78.7% of that chunk's bytes are the ten locale bundles. Measured: raising infrastructure above the tie moves every i18n module out (framework 523,970 → 78,321 gz, infrastructure → 476,480 gz, aggregate moves 93 bytes).
    2. Re-baseline PER_CHUNK_GZIP_CEILINGS for BOTH chunks in the same change, moving PER_CHUNK_BASELINE with them. ⚠️ This is the part that makes A′ not a drop-in: after the move, a framework ceiling still set at 511.7 KB against a 76.5 KB payload is a blind ceiling, and the gate's own sensitivity half returns exit 2 for exactly that. The re-baseline is authorised as part of A′, and only as part of it.
    3. ⛔ The aggregate ceiling is not touched. A′ is a pure re-attribution — the browser downloads exactly the same bytes. Nothing here reduces payload, and nothing here may be used to justify a payload increase.

    What it unblocks

Three PRs are currently red on this and only this — each one adding ruled, user-facing copy to the ten locale packs:

    PR card the blocked copy
    #7467 #7459 the absent-date-axis refusal (ruling #7070, 总监批 #28)
    PR #7391 #7210 / #7225 the role=note footnote ruling a′ requires
    — #7194 the ruled refusal copy

…plus #7442 and #7400, parked behind the same ceiling.

    Also included, and why

The measurement run's second question asked whether the chunk's composition should be pinned so it cannot silently drift back, and recommended folding that assertion into check-eager-closure-budget's existing unit-tested policy half — explicitly "once the attribution question is settled", because pinning today's composition would freeze the defect. A′ settles it, so the pin ships with it. Flagged here rather than smuggled: if the reviewing seat wants it split out, dropping that assertion is the whole revert.

    ⛔ Not in this card

Option C — taking the locale catalogues out of the eager closure (lazy per-locale bundles, so a viewer fetches one catalogue instead of ten). It is the only option that reduces what a page load actually costs, and it is a real change to a published package's loading behaviour. Filed separately per the ruling.

    Claim — implementing option A' (ruled 2026-09-03)

Developer seat, session session_01EMrWaQw3XS5DxTHxp4yRyC, branch claude/issue-7399-reattribute-i18n-chunk (pushed, base e307c9896).

Scope taken: re-attribute the i18n / data-objectstack subgraph out of the framework chunk, re-baseline both affected per-chunk ceilings plus their baselines in the same change, and pin the resulting composition. Aggregate ceiling untouched; locale packs not restructured (that is the separately-filed option C).

Lifted `i18n-locales` (new group, packages/i18n) and the already-declared `data-adapter` to priority 84, one tier above the five-way priority-80 tie that was letting `framework` absorb the ten locale catalogues; `i18n` left `infrastructure`'s alternation so no dead alternative remains. Re-baselined both affected per-chunk ceilings in the same commit (framework 524,000/514,863 -> 71,000/61,465; new i18n-locales 455,000/446,076), each keeping the line's own 0.10x headroom convention; MAX_EAGER_CLOSURE_GZIP_BYTES untouched and the locale packs unrestructured. Pinned the composition with 8 cases in scripts/__tests__/check-eager-closure-budget.test.ts, all failing closed. Deliberate departure from the one-character probe, stated in the PR: raising `infrastructure` instead would leave a chunk named `infrastructure` that is ~94% translation catalogue - the same illegibility one step over - and would leave data-objectstack misattributed with `data-adapter` still emitting nothing. `i18n` was rejected as a chunk name because an unrelated packages/app-shell module already emits a chunk auto-named `i18n` (59,974 gz) and per-chunk ceilings are summed per name. Card premise verified against origin/main and confirmed: the 166-module / 78.7%-i18n composition reproduced exactly on base e307c9896. "tests": "All figures at base e307c9896; final commit b437996cd, tree clean. Every build/test through scripts/pm/os-verify-lock.sh (slot dev-7399), VERDICT lines read, never a bare $?. (1) CONTROL, main untouched: `pnpm turbo run build --filter='./packages/*' --concurrency=2` + `pnpm --filter @object-ui/console build` + `node scripts/check-eager-closure-budget.mjs` -> exit 0, gate's own lines: 'framework 511.7 KB / 511.7 KB ceiling (headroom 0.0 KB)' = 523,959 B against 524,000, 41 bytes. (2) THIS BRANCH b437996cd: gate exit 0 - 'i18n-locales 435.6 KB / 444.3 KB (headroom 8.7 KB)', 'framework 60.0 KB / 69.3 KB (headroom 9.3 KB)'; sensitivity half PASSES, not exit 2: 'chunk `i18n-locales` ... headroom 8.7 KB = 0.10x the 89.0 KB regression', 'chunk `framework` ... headroom 9.3 KB = 0.10x the 89.0 KB regression'. Intermediate leg recorded: with the attribution fixed but the ceilings NOT yet moved, the gate returned exit 2 with 'chunk `framework` 60.0 KB measured / 511.7 KB ceiling (headroom 451.7 KB = 5.08x the 89.0 KB regression)' - which is why the re-baseline is part of A' and not a follow-up. (3) AGGREGATE UNCHANGED, the load-bearing claim: eager module sets read from both builds' visualizer data restricted to the chunks the eager-closure report names - 4,472 modules on each side, 0 only-in-control, 0 only-in-branch, 4 shared modules differing by 183 B total. Aggregate 3,255,233 -> 3,256,012 gz (+779 B, +0.024%), raw 11,177,729 -> 11,178,566 (+837 B); per-chunk breakdown in the PR shows all of it is import bookkeeping across the two extra chunk boundaries. (4) ABLATION, two legs, each with `trap restore EXIT INT TERM`, absolute paths, and `git checkout HEAD --` for restore. No package build is in either subject's resolution path: the pin reads the vite config SOURCE and the bundler reads that same file, so the mutation reaches its subject without a dist step; the console was nevertheless rebuilt for leg 2 and rebuilt again after the restore, so the tree this run leaves behind is HEAD's (final build exit 0, final gate exit 0). Leg 1 (pin): mutated `priority: 84`->`80` on both lifted groups. Mutation PROVED ON DISK before the run - anchored counts 'priority: 84' 2 -> 0 and both mutated group lines present at 80, blob 3c7e2f79... -> 4600c365... Result: 'AssertionError: expected 80 to be greater than 80', 2 failed | 6 passed | 89 skipped. Leg 2 (emitted bundle): put the group table back to main's five-at-80 form; mutation proved on disk (blob == origin/main's 17bbb5c1..., 'priority: 84' count 0, 'i18n-locales' mentions 0, main's tied infrastructure line present). Rebuild reproduces the control TO THE BYTE - aggregate 3,255,233 and framework 523,959, both identical to the untouched-main control - and the gate returns exit 2: 'Budgeted chunk `i18n-locales` is ABSENT from the eager closure ... That is a FAILURE, not a pass'. Both restores proved BY STATE, not by exit code: git hash-object == the HEAD blob hash (empty treated as failure) and `git diff HEAD` empty, `git status --short` empty. (5) `pnpm exec vitest run --maxWorkers=2 scripts/__tests__/check-eager-closure-budget.test.ts` -> 97 passed (89 before). (6) `pnpm exec vitest run --maxWorkers=2 scripts/__tests__` -> 100 files, 2,876 tests, 1 failed: check-sdui-registration-pins.test.ts, ALREADY FILED as #6893 - it resolves through the gitignored packages/app-shell/dist when that exists, so it reds on any built tree. Attributed, not assumed: none of its inputs are in this diff (3 files: apps/console/vite.config.ts, scripts/check-eager-closure-budget.mjs and its test). Not re-filed. (7) `pnpm exec tsc -p tsconfig.scripts.json --noEmit` -> exit 0. (8) `node scripts/check-changeset-presence.mjs` -> exit 0, its own verdict: 'No source or published contract of a released package changed in this range, so no changeset is owed.' No changeset; no skip-changeset label applied (nothing in objectui reads it). (9) `node scripts/check-control-bytes.mjs` -> exit 0 (6,152 tracked text files) plus a direct grep -naP scan of the three changed files, zero hits. (10) Gates re-derived from my ACTUAL diff rather than the dispatch's list - objectui has no scripts/pm/dispatch-gates.mjs, so derived by hand from package.json plus `git grep -ln 'vite\\.config' scripts/*.mjs`: check-doc-links, check-docs-route-eager-closure, check-package-self-import, check-phantom-dependencies, check-published-tsconfig-tooling-exclude - all exit 0. CLAUSE 2 DECLARATION, re-derived against the actual diff: `pnpm lint` is `eslint . --no-inline-config` repo-wide; this run was NARROWED to the three changed files, exit 0, 0 errors 0 warnings. (a) population from eslint's own configuration - all three paths resolved and linted, none ignored; (b) count read from --format json: 3 file entries, exactly the diff; (c) invariance - eslint.config.js declares no projectService and no parserOptions.project, so type-aware linting is OFF, and `grep -ln 'readFileSync|readdirSync|globSync' eslint-rules/*.js` returns zero, so no rule reads a file other than the one under lint; a verdict on an untouched file cannot move because of this diff. Declared narrowing, not a skipped gate - CI runs the full farm. The aggregate above was taken on the FINAL commit b437996cd with the tree clean.",

Closed — A′ landed as 177afeba1 (PR #7489), verified by content on origin/main

    domain:ui execution seat, session session_01EMrWaQw3XS5DxTHxp4yRyC. pm:dispatched stripped.

Verified on origin/main, ⛔ not from the merge notification

    probe reading
    i18n-locales group apps/console/vite.config.ts:789, priority: 84
    data-adapter group :790, priority: 84
    framework ceiling / baseline 71_000 / 61_465
    i18n-locales ceiling / baseline 455_000 / 446_076
    ⛔ FENCE — MAX_EAGER_CLOSURE_GZIP_BYTES 3_268_000, unchanged
CONTROL — PER_CHUNK lines in the file 15

⚠️ That framework key is spelled unquoted, so a grep for 'framework' returns zero on a live line. Recording it because it produced a false negative in my own review of this very PR — the probe was wrong, not the change.

What the card asked, and what it got

The card was filed because two ruled fixes needed locale-pack copy and met a ceiling with 177 bytes of headroom. The measurement found the real defect: the chunk named framework was 78.7% translation catalogue, because framework and infrastructure tied at priority 80 and framework was written first. A′ gave the catalogue its own chunk and re-baselined both ceilings in the same change.

⭐ The implementation refused the one-character probe this card's own measurement suggested, and was right to: raising infrastructure would have left a chunk named infrastructure that is ~94% catalogue — the same illegibility one step over. It also caught a naming trap nobody here had seen: i18n was unusable as a chunk name because an unrelated packages/app-shell module already emits a chunk auto-named i18n, and per-chunk ceilings are summed per name.

Users download the same bytes. The eager module set is identical — 4,472 modules each side, zero only on one side — with +779 B (+0.024%) of gzip bookkeeping across two new chunk boundaries, disclosed and ⛔ explicitly not headroom to borrow against.

    Unblocked

i18n-locales carries 8,924 B of headroom, about sixty short translation keys at the measured ~147 gz bytes each. That releases #7467 (its red was always its own locale bytes), PR #7391 (#7210/#7225), #7194, #7442 and #7400 — every one of them blocked on adding ruled, user-facing copy.

⚠️ The lesson worth more than the fix

This gate taught a false rule — "don't touch core|react|types" — while the thing consuming its budget was translations. I followed that rule into publicly blaming two changes that ship zero bytes (#7457's JSDoc; a docs-only commit), and retracted three separate causal stories before the measurement settled it. A budget must be named for what it holds; when the name and the contents disagree, every reading of that gauge misleads the next reader.

⭐ Which is why the change ships a composition pin in the gate's own unit-tested policy half: it asserts on the deciding input — the priority tie — and reddens by name if the attribution regresses. The byte ceiling would also catch it, but loudly and mutely; this one says why.

    Follow-up, deliberately separate

#7486 — option C, taking the ten locale catalogues out of the eager closure entirely. It is the only option in this family that reduces what a page load actually costs (nine of ten catalogues are fetched and never read), and it needs its own decision because it changes a published package's loading contract. ⭐ And per the implementation's own measurement it is now the next constraint: after roughly 3–4 KB more copy the aggregate line becomes binding — which is the correct place for it, and an argument for C rather than for raising anything.
