Prepare the upstream proposal for explicit context handling #2

Submitted to openai/codex#4106 on 2026-09-15. The comment was corrected to match the implemented behavior and links the implementation and validation PRs #7, #8, #9, and #10.

OpenAI's contribution policy directs external contributions through issues and design discussion rather than code PRs. Do not open an upstream PR unless that policy changes or a maintainer establishes a supported path.
