What issue are you seeing?

If the background process does not exit after closing the window, the abnormal state will be reused when Codex is reopened, resulting in "the settings display Chinese, but the actual interface is in English, and Automations is missing"; a cold start after completely ending the process restores normal operation.
Reproduction steps:

Launch Codex and confirm that the interface language is Chinese.
Make sure the display language is set to "Chinese" in the settings.
Close the Codex graphical interface window directly.
Without ending the Codex process in the background, click the Codex launch icon again to open the application.
Actual result:

The Codex interface is displayed in English, not Chinese.
The "Display Language" setting on the settings page is still set to "Chinese".
Automations in the left sidebar has disappeared.
If you end all Codex-related processes in Task Manager and then restart Codex, the interface will return to normal, and the Chinese language and Automations will come back.
Expected results:

After reopening Codex, the interface should continue to display Chinese characters.
The language displayed on the settings page should be consistent with the actual UI.
Automations in the left sidebar should display correctly.
When the window is closed and reopened, there should be no missing UI state or language errors.

补充观察：

问题只在“关闭窗口但后台进程仍存活”后复现。
强制结束 Codex 进程后冷启动，可以稳定恢复正常。
这看起来像是窗口关闭后的状态恢复 / UI 重新初始化问题，而不是语言设置未保存。
本地排查到的线索：

重新正常启动时，根进程由 explorer.exe 拉起。
新启动的 renderer / network 进程参数中可见 --lang=zh-CN。
