Usage Limits Decreasing with No Active Tasks #21708

What issue are you seeing?
After my weekly usage limits reset earlier today on 5 May 2025 at around 12:39 PM IST, I noticed that my available usage began decreasing despite no active Codex usage on my side.
More importantly, my 5-hour usage limit reset at around 10:41 PM IST and initially showed 100% available. Without sending any prompts, running any tasks, or using Codex in the app, CLI, or IDE, the limit gradually dropped from 100% to 0%.
I've checked the following before reporting this issue:
- Only a single device/account session was active
- No background Codex tasks were running
- No CLI sessions were active
- No IDE integrations were open or processing requests
- No prompts or requests were sent during the affected period
This makes the rate limits effectively unusable because quota is being consumed even while idle.
Attached is a photo of my rate limits just being reset, and despite not even 5 minutes going by with no active tasks, there is a 25% usage drop. Also attached a picture of image details, showing that this screenshot was taken 6 minutes after the reset, and I checked to make sure there were no active tasks running on any interface.

I have reviewed the potential duplicates, and neither of them are my issue in any way shape or form. The first one #21226 is about a limits reset changing the cyclic reset date of the limits. The second one #19996 is about opening of new cli sessions utilizing tokens, which is again not my issue.
My issue remains that without any usage on my part, my limits are constantly decreasing.

I'm having the exact same issue. I also have a plus plan, and over the last 24 hours, literally doing nothing within Codex, just having it open idle with no tasks and no prompts, I watched my weekly allowance go from 25% to 9%. This is unacceptable. I will be canceling my subscription if this isn't fixed.

This happened to me, I've noticed my usage is draining too fast, so I stopped all running tasks, and observed it for last 20 minutes, and somehow it's still drained 10% of 5h usage while not doing anything.
