[Bug] js_repl = false cannot be changed to true on Windows - config overwritten on every restart #27178

What issue are you seeing?

js_repl = false 无法更改为 true。修改 ~/.codex/config.toml 后，每次重启 Codex 都会被应用覆盖回 false。node_repl MCP 服务器正常运行，但因 js_repl = false，js / js_reset / js_add_node_module_dir 工具无法暴露给 Agent，导致内置浏览器、Computer Use、Chrome 控制等功能全部不可用。

What steps can reproduce the bug?

打开 C:\Users\肖.codex\config.toml
将 [features] 下的 js_repl = false 改为 js_repl = true
保存文件并重启 Codex
查看 config.toml，发现 js_repl 被还原为 false

What is the expected behavior?

将 js_repl 设为 true 后，js / js_reset / js_add_node_module_dir 工具应正常可用，Agent 应能通过 Node REPL 控制内置浏览器和 Computer Use。

Additional information

使用管理员 PowerShell 强制写入并设只读后，Codex 启动时会重新生成配置文件（文件大小从 ~4180 变为 ~2376 字节），js_repl = false 和 [windows] → sandbox = "elevated" 均被重置
尝试删除 [windows] → sandbox = "elevated" 配置，同样在重启后被还原
直接运行 node_repl.exe --disable-sandbox 并通过 MCP 协议调用 js 工具可以正常工作，说明底层功能完好，仅是 Codex App 层限制了工具暴露
Computer Use native pipe 和 Browser metadata 仅在 Codex 托管的 node_repl 进程中可用，通过 --disable-sandbox 启动的独立进程缺少 nodeRepl.nativePipe 和 nodeRepl.requestMeta
Config.toml 被 CodexSandboxUsers 组的 ACL 限制为只读（当前用户 CodexSandboxOffline），导致沙箱内无法直接修改配置
