Unable to send messages in Codex App, stuck on "Could not send message" / "Loading..." #29311

Closed

Description

@thedragonheir

What version of the Codex App are you using (From “About Codex” dialog)?

Codex App version: Version 26.616.51431 • Released 21 jun 2026

What subscription do you have?

ChatGPT Plus

What platform is your computer?

Microsoft Windows NT 10.0.26200.0 x64

What issue are you seeing?

I am unable to send any message in the Codex App.

When I type a prompt and click send, the message does not get submitted. Instead, a dialog appears saying:

"Kan bericht niet verzenden"
"Laden..."

This roughly means:

"Could not send message"
"Loading..."

The Codex task never starts and the prompt is not sent. The UI remains stuck. I cannot use Codex for the selected project.

I also cannot select or switch to other models in the Codex App. The model selector appears to be unavailable, stuck, or not loading correctly.

This happens consistently, not just once.

This does not seem related to the project, the prompt, or Unreal Engine. The failure happens before Codex starts processing the task.

What steps can reproduce the bug?

Steps to reproduce:

  1. Open the Codex App.
  2. Select a project.
  3. Type any normal plain text prompt.
  4. Try to select or switch to another model.
  5. Click send.
  6. A modal appears with "Kan bericht niet verzenden" and "Laden...".
  7. The message is not sent.
  8. No Codex task starts.

Session id:
Not available, because the task never starts.

Token limit usage:
Not applicable, because the prompt is never submitted.

Context window usage:
Not applicable, because Codex fails before processing the prompt.

What is the expected behavior?

The Codex App should allow me to select or switch models.

After clicking send, the prompt should be submitted successfully and Codex should start working on the selected project.

If there is a connectivity, authentication, session, account, or model availability problem, the app should show a clear error message instead of staying stuck on a loading dialog.

Additional information

Things I already tried:

  • Restarting the Codex App.
  • Opening a new Codex session.
  • Selecting the project again.
  • Trying a normal plain text prompt.
  • Trying again multiple times.
  • The issue still happens.

Actual behavior:
The model selector does not work, the message fails to send, and Codex remains stuck on a loading/error dialog.

This looks like a Codex App session, connectivity, authentication, or account/model availability issue.

Update: I was able to fix the issue locally.

It looks like my Codex App configuration had become stale or inconsistent. The problem was resolved by cleaning up my ~/.codex/config.toml.

    What fixed it for me:

    • Removed stale Computer Use / Browser runtime entries.
    • Removed the generated node_repl runtime configuration.
    • Restored the Windows sandbox setting.
    • Recreated the Monolith MCP project config cleanly.

After doing this, I can send messages again and the model selector works again.

So in my case, this seems to have been caused by a broken or stale local Codex configuration rather than the project or prompt itself.

    Environment

    OS: Windows 10 (Build 10.0.26200.8655)
    Account: ChatGPT Free
App: Codex desktop app (bundled with ChatGPT desktop)

    Issue
I'm experiencing the exact same issue as described in this thread. When I try to send a message, I get an "Unable to send message" dialog stuck on "Loading...". The model selector is also stuck — I can't switch models or send any prompt. This happens consistently on every attempt, not just once.
Troubleshooting already tried (none resolved the issue):

Restarted the app and killed all related processes via Task Manager — no change.
Restarted the computer — no change.
Cleared/renamed the local cache folder (%LOCALAPPDATA%\OpenAI\Codex) and let the app regenerate it — no change.
Confirmed the issue is not network/account related: I logged into https://chatgpt.com/ in a browser with the same account, and sending messages there works completely fine.
Not using any VPN or proxy — direct network connection.

This strongly suggests the bug is isolated to the Codex/ChatGPT desktop app client itself (session or connection handling), not the account, network, or local cache.
Happy to provide additional logs or screenshots if helpful for debugging.

Thanks for the detailed info. One thing I would still check is the user-level Codex configuration, because clearing %LOCALAPPDATA%\OpenAI\Codex may not reset %USERPROFILE%\.codex\config.toml.

In my case, the issue was fixed by cleaning up stale local Codex configuration. A related duplicate also points to a stale CODEX_CLI_PATH override causing Codex Desktop to launch an older backend/app-server, which then breaks message sending and model selection.

    Could you try this?

    1. Close Codex / ChatGPT Desktop completely.
    2. Check whether %USERPROFILE%\.codex\config.toml exists.
    3. Temporarily rename it, for example to config.toml.backup.
    4. Check Windows environment variables for CODEX_CLI_PATH and remove it if present.
    5. Restart the app and try sending a message again.

In PowerShell you can check the variable with:

    [Environment]::GetEnvironmentVariable("CODEX_CLI_PATH", "User")
    [Environment]::GetEnvironmentVariable("CODEX_CLI_PATH", "Machine")

If one is set, remove the user-level one with:

    [Environment]::SetEnvironmentVariable("CODEX_CLI_PATH", $null, "User")

If the issue still happens, the most useful next step would be to attach the Codex Desktop logs and search them for errors like:

    CODEX_CLI_PATH
    permissionProfile/list
    remoteControl/enable
    PermissionProfileSelectionParams
    thread/start
    401
    403

Also worth checking: since your account is ChatGPT Free, browser ChatGPT working does not necessarily prove the Codex Desktop session/model entitlement is working correctly. If the config reset does not help, this may still be an app-side auth/session or plan-availability issue.
