Codex starts and wants more permissions. It hangs and doesn't allow me to move further. Codex is a bricked. #32255

What version of the Codex App are you using (From “About Codex” dialog)?

ChatGPT Powered by Codex & OWL Version 26.707.31123 Released Jul 9, 2026

What subscription do you have?

Pro

What platform is your computer?

Microsoft Windows NT 10.0.26200.0 x64

What issue are you seeing?

When I started the app, the attached screen showed up.

Image

Clicking on "finish setup" does not work. Clicking on the link to continue with limited access does not work.

I had to rename my .codex directory to .codex_old and start the app. Then the permissions dialog opened up and I was able to proceed, nowever my entire history is in the old directory and I'm having to figure out how to get that all back.

What steps can reproduce the bug?

I don't know what triggered this. I stopped codex and restarted it. This showed up.

What is the expected behavior?

Expected behavior is to have the permissions dialog show up so I can grant the permissions and then proceed.

    SOLVED:
    This was caused by an edit to the config.toml

    I had this:
    command = "C:\Projects\MCP_Servers.venv\Scripts\python.exe"
    args = ["C:\Projects\MCP_Servers\tool_catalog.py"]
    command = 'C:\Projects\MCP_Servers.venv\Scripts\python.exe'
    args = ['C:\Projects\MCP_Servers\tool_catalog.py']

    I just figured this out. A separate UAC window does not appear, but try clicking the “YES” button indicated by the arrow.
    That allowed me to complete the setup. If it shows “Failed,” fully close the application from the system tray and then launch it again.

    @llJKll

    I found a working workaround for this issue.

    Environment:

    • Windows 10 Home 22H2, build 19045
    • ChatGPT/Codex desktop app 26.707.6957.0
    • The app was stuck on “Finish Windows setup”
    • No real UAC prompt appeared
    • Retry and limited-access mode did not work
    • Reinstalling/resetting the app did not help

    Workaround:

    1. Fully close the ChatGPT/Codex desktop app.
    2. Open CC Switch.
    3. Select the Codex tab.
    4. Select the built-in “OpenAI Official” provider.
    5. Click Enable / Use.
    6. Reopen the ChatGPT/Codex desktop app.
    7. Click “Finish Windows setup” again.

    After switching Codex back to “OpenAI Official”, the real Windows setup process worked and I was able to enter the app normally.

    Before this, my Codex configuration had previously been connected to a custom provider. CC Switch appears to have rewritten or normalized the Codex provider configuration.

    This is only a workaround. I have not yet confirmed exactly which config field causes the setup page to fail.

    I can duplicate this problem by adding a couple lines to my config.toml:

    [mcp_servers.tool_catalog]
    command = "C:\Projects\MCP_Servers.venv\Scripts\python.exe"
    args = ["C:\Projects\MCP_Servers\tool_catalog.py"]

    They should be single quotes:

    [mcp_servers.tool_catalog]
    command = 'C:\Projects\MCP_Servers.venv\Scripts\python.exe'
    args = ['C:\Projects\MCP_Servers\tool_catalog.py']
