🩹🩹 Windows: new local chat in a ChatGPT project fails to sync project context #35127

Open

Description

@dbindley

What version of the Codex App are you using (From “About Codex” dialog)?

26.721.3996.0 (Microsoft Store package OpenAI.Codex_26.721.3996.0_x64)

What subscription do you have?

ChatGPT subscription; exact tier omitted

What platform is your computer?

Microsoft Windows NT 10.0.26200.0 x64

What issue are you seeing?

On the combined ChatGPT/Codex Windows desktop app, creating a new local/Work chat from a ChatGPT project fails consistently with two UI errors:

Error creating chat
Could not sync ChatGPT project context

Could not use this project for a local chat

Creating the ChatGPT project succeeds, and existing chats in that project can still be continued. Starting a new chat outside a ChatGPT project also works. The failure is specific to creating a new local chat with ChatGPT project context.

Local diagnostics show that the app successfully creates a redacted mirror at %USERPROFILE%\.codex\.chatgpt-projects\<project-id>, including AGENTS.md, sources\, and metadata, but the subsequent composer submission still fails with Could not sync ChatGPT project context.

A fresh attempt also logged this warning before the submission failed (PII and IDs redacted):

[git-init-watcher] Failed to watch workspace root for git init
cwd=%USERPROFILE%\.codex\.chatgpt-projects\<project-id>
errorCode=ENOENT
errorMessage=ENOENT: no such file or directory, watch '<redacted-project-mirror>'

[electron-message-handler] [Composer] submit failed
cwd=%USERPROFILE%\.codex\.chatgpt-projects\<project-id>
errorMessage=Could not sync ChatGPT project context
mode=local

What steps can reproduce the bug?

  1. Install/open the combined ChatGPT/Codex desktop app on Windows.
  2. Create a ChatGPT project, or select an existing ChatGPT project in the Projects sidebar.
  3. Choose the local/Work chat mode.
  4. Enter any non-sensitive prompt and submit it.
  5. Observe both project-context synchronization errors and no usable new project chat.

Reproduces across multiple ChatGPT projects. Fully quitting and reopening the app does not resolve it. Moving the generated local project-mirror cache aside and allowing the app to rebuild it also does not resolve it.

What is the expected behavior?

A new local/Work chat should be created inside the selected ChatGPT project and should receive that project's instructions and source files. The new chat should then appear in the project's Chats section.

Additional information

The issue began after upgrading to the combined app. Existing chats remain usable, so this does not appear to be chat-data loss.

The generated mirror is created successfully on a clean attempt, but a later sync during composer submission fails. This suggests a Windows-specific ordering, watcher, or directory-locking race in the project-context synchronization path; that diagnosis is an inference from local behavior, not a confirmed root cause.

No raw logs are attached because they contain local identifiers. All excerpts above are manually redacted. Similar exact-error user reports appeared publicly after the same app update.

    Additional confirmed reproduction on a newer Windows desktop build.

    Environment

    • ChatGPT/Codex desktop app: 26.810.4967.0
    • Windows 11 Pro 10.0.26200, x64
    • This has happened repeatedly across many attempts, not as a one-off failure.
    • Fully quitting with File → Exit and relaunching did not resolve it.

    Observed behavior

    • Selecting an existing ChatGPT Project for a local/Work chat shows: Could not use this project for a local chat.
    • The local project mirror was present and readable, including AGENTS.md, two source files, and its metadata.
    • Each failed attempt logged:
      ChatGPT project context sync failed
      stage=filesystem
      sourceCount=2
      syncFileCount=2
      projectSaveCount=0

    • A read-only handle inspection showed one or two app-owned node_repl.exe processes from the bundled Codex runtime holding an open directory handle on:
      %USERPROFILE%\.codex\.chatgpt-projects\<project-id>

    • Stopping only those worker processes immediately released the directory handle. Reopening/reselecting a prior local chat associated with the same Project recreated the handles, after which project-context sync failed again.
    • A later attempt succeeded only after returning to a non-project local chat, releasing the stale app-owned handles, and selecting the ChatGPT Project from the composer. This workaround is fragile and the failure has recurred multiple times.

    This looks consistent with a Windows sync-ordering / atomic-directory-replacement race where an app-owned runtime opens the existing project mirror before the sync tries to replace it. That is an evidence-based inference, not a confirmed root cause.

    No raw logs, local identifiers, project names, or user paths are attached. Please investigate the ordering between local chat resume/runtime startup and ChatGPT Project mirror refresh on Windows.

  8. dklepp commented on Aug 27, 2026

    @dklepp

    I am experiencing the same problem on Windows.

    Environment:

    • ChatGPT/Codex Windows app: 26.820.60940
    • ChatGPT Chrome extension: 1.2.27268.51612
    • Feedback ID: no-active-thread-01a0416b-5f71-7df2-bf81-e26c5d612ca9

    Reproduction and observations:

    1. I open an existing ChatGPT Project in the Windows app.
    2. Selecting “Create new chat” or “New local chat” produces: “Could not use this project for a local chat.”
    3. On one attempt, the app created a chat entry inside the project, but submitting the prompt still produced the same error.
    4. A standalone Work/Codex chat outside the project can attach @Chrome and see my open LinkedIn tab, so the Chrome connection itself can work.
    5. After fully closing and reopening the Windows app, the Chrome extension could find two newly created standalone chats, but it still could not find the project chat or the pre-existing project conversation through “Search recent chats.”
    6. Renaming a side-panel-created chat in the Windows app did not update the title shown by the Chrome extension.
    7. Full Access is disabled and Chrome Computer Use permissions are set to Ask First. This does not prevent standalone Work/Codex chats from seeing an explicitly attached Chrome tab.
    8. I did not restart Chrome. Restarting only the Windows app refreshed some standalone-chat listings but did not resolve the project workflow.

    Expected behavior:

    A Work/Codex chat should be usable inside an existing ChatGPT Project, inherit that project’s context, appear in Chrome extension chat search, and accept an explicitly attached @Chrome tab.

    Please let me know if the Chrome extension indexing/title behavior should be reported separately.

    Additional confirmed reproduction with a newer Windows desktop build and process/CWD correlation.

    Environment

    • ChatGPT/Codex Windows desktop app: 26.820.9563.0
    • Windows 11 Pro, x64
    • Project type confirmed by desktop metadata as a cloud-backed ChatGPT Project (projectKind=chatgpt, no local path/host binding)
    • Project context contains three source files
    • Cloud Work / web tasks for the same Project work normally; Local Work fails

    Observed behavior

    • UI error:
      Could not use this project for a local chat

    • Five failures were recorded across two separate desktop process sessions on 2026-08-27. The relevant sanitized event is:
      ChatGPT project context sync failed
      stage=filesystem
      sourceCount=3
      syncFileCount=3

    • The same cloud-backed Project had successfully run a local chat/handoff earlier that day using the same mirror. This argues against permanent Project corruption or complete lack of Local Work permission.
    • The mirror existed, was readable, was owned by the current user with inherited FullControl, and was not read-only.

    Process/CWD timeline (UTC+08:00)

    • 20:36:49: app-owned node_repl.exe process A started with its CurrentDirectory set to:
      %USERPROFILE%\.codex\.chatgpt-projects\<redacted-project-id>

    • 20:38:04 and 20:38:59: project-context sync failed at stage=filesystem.
    • 20:44:06: app-owned node_repl.exe process B started with the same mirror as its CurrentDirectory.
    • 20:45:47: the filesystem-stage sync failed again.

    This is consistent with an app-owned helper retaining the Project mirror as its CWD while Desktop attempts to refresh or replace that mirror on Windows. The evidence establishes the filesystem-stage failure and the process/CWD timing correlation; it does not prove the exact internal rename operation or Win32 error code, because the underlying filesystem exception was not retained in the available logs.

    No processes were terminated and no mirror/configuration files were modified during this reproduction. Raw logs, the Project name/ID, local usernames, absolute paths, prompts, and source filenames are intentionally omitted.

    Suggested areas to inspect:

    1. Ordering between node_repl.exe startup/resume and ChatGPT Project mirror synchronization.
    2. Ensuring helper processes do not retain a CWD inside a mirror that may be atomically refreshed.
    3. Logging the underlying Windows filesystem error and locked path instead of only the generic UI message.

    @fiona-toonygamy

    Additional isolation: codex.exe holds the project mirror open during sync

    I was able to isolate a reproducible Windows filesystem lock that appears directly related to this issue.

    Environment

    • Windows x64
    • Microsoft Store package: OpenAI.Codex_26.825.3734.0_x64
    • Desktop release reported in logs: 26.825.31414
    • Local ChatGPT Project mirror: %USERPROFILE%\.codex\.chatgpt-projects\<project-id>

    Failure signature

    ChatGPT project context sync failed
    fileOrdinal=null
    projectSaveCount=0
    sourceCount=8
    stage=filesystem
    status=null
    syncFileCount=8

    All project sources had already synchronized when the filesystem stage failed.

    Filesystem checks

    • The active mirror was fully readable/traversable: 962 directories, 7,810 files, 0 failures.
    • The previous mirror was also fully readable/traversable after ACL repair: 68 directories, 702 files, 0 failures.
    • The exact same stage=filesystem error still reproduced after ACLs were clean, so ACLs were not the remaining cause.

    Directory-lock isolation

    With ChatGPT/Codex fully closed, renaming the project mirror directory succeeded:

    RENAME_OK

    With ChatGPT/Codex open, the exact same rename failed:

    The process cannot access the file because it is being used by another process.

    Killing node_repl.exe alone did not release the lock.

    Terminating the main codex.exe app-server process while leaving the ChatGPT desktop app running immediately changed the same rename test to:

    RENAME_OK

    User-visible result

    Without closing the ChatGPT desktop app, I immediately retried opening the same ChatGPT Project in Work/local mode.

    The project opened successfully.

    After the successful sync, the desktop app automatically spawned a new codex.exe, and the project continued working normally.

    Reproducible workaround

    Stop-Process -Name codex -Force -ErrorAction SilentlyContinue

    Then immediately retry opening/using the ChatGPT Project without closing the desktop app.

    Likely failure mode

    This strongly suggests a Windows directory-handle / lifecycle ordering race:

    1. Desktop prepares/materializes the local project mirror.
    2. codex.exe (or a child whose lifetime is tied to it) retains a handle on the project directory.
    3. Project-context sync attempts to rotate/rename the mirror.
    4. Windows rejects the rename because the directory is still in use.
    5. The UI surfaces the generic stage=filesystem error.

    Evidence supporting this:

    • project contents are fully readable;
    • source sync completes before the failure;
    • killing node_repl.exe alone does not help;
    • with the app open, the project directory cannot be renamed;
    • terminating codex.exe immediately makes the rename succeed;
    • retrying project sync then succeeds;
    • the app subsequently respawns codex.exe normally.

    It may be worth auditing directory handles / process CWD inheritance and ensuring all project-directory handles are released before local ChatGPT Project mirror rotation on Windows.

    No raw logs, usernames, SIDs, project IDs, project names, source filenames, prompts, or private local paths are included.

    Additional independent Windows reproduction with a diagnostic event ID that OpenAI may be able to correlate internally.

    Environment

    • ChatGPT/Codex Windows desktop app: 26.818.41509
    • Windows: 10.0.26200, x64
    • Reproduced: 2026-08-29 at approximately 11:53 AM Pacific
    • This has occurred repeatedly over time, not as a one-off failure

    User-visible behavior

    1. Open an existing ChatGPT Project in the Windows desktop app.
    2. Select Work and submit an ordinary message.
    3. The app displays:
      Could not use this project for a local chat

    4. Work chats started outside ChatGPT Projects continue to function normally.

    Diagnostic evidence

    The same attempt generated:

    Error: ChatGPT project context sync failed

    Diagnostic event ID:

    0ab82ea55bc54bfe8ba86ab8a6202329

    Additional confirmed recurrence on the current Windows desktop build, with longitudinal log evidence.

    Environment

    • ChatGPT/Codex Windows package: OpenAI.Codex 26.825.6671.0
    • Codex app-server at latest occurrence: 0.151.0-alpha.7.2
    • Windows 11 Home Single Language, x64
    • Windows version/build: 10.0.26200 / 26200
    • ChatGPT Project name, ID, Windows username, source filenames, and prompts intentionally omitted

    Repeated failure evidence

    The exact ChatGPT project context sync failed signature occurs 29 times in the available desktop logs on four separate UTC dates:

    • 2026-08-20
    • 2026-08-28
    • 2026-08-29
    • 2026-08-31

    It persisted across at least these app-server versions:

    • 0.148.0-alpha.21
    • 0.150.0-alpha.12.2
    • 0.151.0-alpha.7.1
    • 0.151.0-alpha.7.2

    Latest failure:

    2026-08-31T12:45:05.295Z error [electron-message-handler] ChatGPT project context sync failed fileOrdinal=null projectSaveCount=3 sourceCount=13 stage=filesystem status=null syncFileCount=10

    A local task was started shortly before that failure:

    2026-08-31T12:42:29.875Z info [AppServerConnection] ... method=thread/start ...

    The projectSaveCount=3 entries are intentionally excluded project-save resources; ten normal sources remained for sync. fileOrdinal=null and status=null again show that the failure is not tied to an individual download.

    Recovery result

    • The existing managed mirror was readable and contained 208 files totaling 30,141,351 bytes, including preserved task-generated top-level content.
    • Project metadata was present and readable.
    • Fully exiting the desktop app and reopening it released the condition.
    • The mirror and metadata were refreshed together, and a new local Work task was then created successfully.
    • During this latest recovery, deleting or moving the mirror was not required; the complete process restart alone was sufficient.

    Current packaged implementation

    Read-only inspection of the packaged desktop JavaScript in 26.825.6671.0 shows that the sync implementation still:

    1. creates a sibling .<project>-staging-<uuid> directory;
    2. calls rename(activeRoot, previousRoot);
    3. calls rename(stagingRoot, activeRoot);
    4. moves non-managed top-level task files from the previous root into the new root;
    5. removes the previous root.

    The active root is also used as the working directory for local tasks. On Windows, this whole-root rotation can fail while an app-server process, task runtime, watcher, or inherited CWD retains the directory. The per-root promise map serializes concurrent sync calls, but the rename operations have no visible retry/backoff and are not coordinated with task processes using the root. The original filesystem exception is then reduced to the generic telemetry shown above.

    This independently reinforces the directory-lock/root-replacement diagnosis already documented in this issue.

    Suggested fix direction

    • Keep the g-p-* task root stable and transactionally refresh only application-managed context children.
    • Alternatively, use immutable/versioned context directories and switch a pointer without renaming an active task root.
    • Add bounded retry/backoff for transient Windows rename errors (EPERM, EBUSY, EACCES, ENOTEMPTY).
    • Log the original exception fields (code, errno, syscall, path, and dest).
    • Add a supported Refresh project context / Repair local mirror action.

    Additional independent reproduction on Windows 11. This is currently blocking my normal ChatGPT Work workflow.

    Environment

    • Windows 11
    • ChatGPT Plus
    • ChatGPT/Codex Windows desktop app
    • Reproduced: August 31, 2026, approximately 15:49 CEST

    User-visible error

    Det gick inte att använda det här projektet för en lokal chatt

    English:

    Could not use this project for a local chat

    Reproduction

    I can reproduce the same failure through two different entry points:

    1. Start from a conversation inside an existing ChatGPT Project, ask for a task that requires Work, then choose Continue in Work. The project cannot be handed off and the error appears.
    2. Open ChatGPT Work directly, choose to work with an existing Project, and select that same Project. The same error appears.

    The Project has worked successfully with ChatGPT Work many times in the past, so this appears to be a regression rather than a project setup/configuration issue.

    Impact

    This is not a cosmetic or minor Projects issue for me. My normal Work tasks rely on the existing ChatGPT Project as context. Because the Project cannot be used from either direction — Project → Work handoff or direct selection inside Work — I am effectively unable to use ChatGPT Work for this workflow at all.

    I can provide a screenshot of the user-visible error separately if useful.

  15. Maciej26code commented on Sep 3, 2026

    @Maciej26code

    Additional isolation: multiple bundled Node helpers can hold the same project mirror

    I reproduced this issue repeatedly across more than one existing ChatGPT Project on Windows. This comment adds one detail I have not seen isolated elsewhere in the thread: in a later recurrence, the exact mirror-directory handles were held concurrently by several different bundled helper runtimes, not only by node_repl.exe or the main app-server process.

    The information below is sanitized. Account details, project IDs/names, Windows usernames, absolute user paths, PIDs, thread/session IDs, exact timestamps, prompts, source filenames, and raw logs are intentionally omitted.

    Confirmed observations

    • The UI displayed Could not sync ChatGPT project context followed by Could not use this project for a local chat before a usable local Work task could be created.
    • The corresponding events repeatedly ended at stage=filesystem. The issue recurred in different ChatGPT Projects and with different source counts; one recent event had projectSaveCount=1, sourceCount=4, and syncFileCount=3.
    • The affected path was the expected %USERPROFILE%\.codex\.chatgpt-projects\<project-id> mirror.
    • Windows handle inspection resolved open directory handles to that exact mirror path. The concurrent holders included:
      • bundled node_repl.exe runtimes;
      • a bundled Node helper running the unified Computer Use runtime (launch.mjs);
      • a bundled Node helper running the artifact-template-picker service (server.mjs).
    • These helpers were descendants of the desktop app/app-server process tree, not unrelated user-launched Node processes.
    • With an exact holder alive, a reversible rename test of the mirror root failed with the Windows “in use by another process” error. After stopping only verified idle holders of that exact mirror, the same rename test passed immediately.
    • Retrying the composer after releasing only those exact holders allowed project-context synchronization to complete and the new local Work task to be created.
    • The problem later returned under newly spawned process IDs. This confirms that targeted process termination is only a diagnostic mitigation, not a durable fix.

    Safety controls used during isolation:

    • No broad termination of node.exe, node_repl.exe, codex.exe, or the desktop app.
    • Each stopped process was checked for the exact resolved mirror path, executable identity, command-line role, parent process, start time, and absence of an active user task.
    • No ACL, sandbox, security-setting, or application-package changes were made.
    • No raw diagnostic artifact is attached because it contains local identifiers and project metadata.

    Interpretation — inference, not a product-source finding

    For these reproduced cases, the causal holder/rename test makes a Windows directory-lock explanation high confidence: bundled helpers appear to inherit or otherwise retain the rotatable ChatGPT Project mirror as their working directory; a later context sync attempts to rotate/replace the same directory; Windows rejects the operation; and the app reduces the underlying exception to the generic stage=filesystem error.

    This does not establish that every stage=filesystem report has the same cause. It does show that a fix limited to node_repl.exe would be incomplete, because other bundled Node helpers can retain the same mirror concurrently. The occasional community workaround of changing model or reasoning effort may simply perturb helper startup timing, but that remains speculation.

    Suggested fix direction

    1. Give every bundled helper/MCP/runtime process an explicit, stable app-owned working directory outside .codex\.chatgpt-projects; do not rely on inherited CWD.
    2. Complete and commit project-context synchronization before starting helpers or file/git watchers that can touch the active mirror.
    3. Prefer immutable/versioned context generations or stable task roots over renaming a directory already used by task runtimes.
    4. Dispose old watchers before mirror rotation and reattach them only after the new generation is active.
    5. On ERROR_SHARING_VIOLATION, preserve the last known-good mirror, identify app-owned holder categories, safely release/rebase them, and perform a bounded retry.
    6. Preserve the composer draft and make retry idempotent so failed attempts cannot create duplicate hidden environments.
    7. Log the original operation, native Windows error code, source/destination path class (redacted or hashed), mirror generation, and app-owned holder category instead of only stage=filesystem.

    Regression-test proposal

    On Windows 10 and 11, enable all bundled helpers and create at least 20 consecutive local Work tasks in each of two ChatGPT Projects, covering 0, 1, several, and 20+ sources; immediate submission after project selection; app restart; and recovery after a previous failed sync. A passing run should require no process termination, preserve every draft/source, create no duplicate environments, emit no stage=filesystem failure, and verify that no bundled helper uses a rotatable project mirror as its OS working directory.

    Related reports: #34499, #35680, #42215. The data-safety concern in #34698 is also relevant because a re-materialized mirror should not be treated as durable storage for unique user-created files.

    I can provide additional sanitized fields if maintainers specify what would be useful, but I would prefer not to post raw desktop logs publicly.

    @Alabyebye

    Additional evidence: native sharing violation during project-root rotation (26.908.4834.0)

    Reproduced on Windows x64, Microsoft Store package OpenAI.Codex 26.908.4834.0. Ordinary chats work, but creating a local/Work chat in an affected ChatGPT Project fails with Could not use this project for a local chat.

    This adds native filesystem evidence to the directory-handle reports above. All paths and process identifiers below are redacted; <project-root> means %USERPROFILE%\.codex\.chatgpt-projects\<project-id>.

    Startup capture with Process Monitor:

    Relative time Process role Operation on project root Result / sharing
    0.000 s Bundled Node artifact-template-picker service Open directory, Execute/Traverse + Synchronize SUCCESS; ShareMode: Read, Write
    +0.020 s Bundled Node cua-repl service Same directory access SUCCESS; ShareMode: Read, Write
    +0.050 s Bundled node_repl runtime Same directory access SUCCESS; ShareMode: Read, Write
    +0.234 s Second bundled node_repl runtime Same directory access SUCCESS; ShareMode: Read, Write
    +1.611 s ChatGPT.exe CreateFile; Read Attributes, Delete, Synchronize; Open Reparse Point SHARING VIOLATION; requested ShareMode: Read, Write, Delete

    Read-only process inspection confirmed that all four bundled helpers retained this exact root as their CurrentDirectory. Their process ancestry belonged to the Codex app-server/runtime. The conflicting directory opens omit delete sharing. A separate transient exclusive open by ChatGPT.exe had already closed well before the failure; its mere presence in the trace is not evidence that it caused this failure.

    Read-only inspection of this installed desktop build shows the synchronization sequence still creates a sibling staging directory, then calls rename(activeRoot, previousRoot) before rename(stagingRoot, activeRoot). The trace records failure while opening the root with DELETE access, before a rename can complete. DELETE access here is also needed for renaming; it does not establish an attempted destructive deletion.

    The app reports only stage=filesystem, with sourceCount=2, projectSaveCount=2, syncFileCount=0, fileOrdinal=null, status=null. There were no ordinary source-file downloads in this attempt.

    Independent minimal mechanism test: an isolated empty directory could not be renamed while a child process used it as its working directory (Win32 error 32). After the child exited normally, the same rename succeeded. Project size is therefore not required for this locking mechanism.

    This establishes a concrete blocking mechanism for this captured reproduction, not necessarily every failure covered by this issue. It agrees with Windows documentation for SetCurrentDirectory and FILE_SHARE_DELETE.

    Please consider keeping the active workspace root stable while refreshing managed context, or coordinating mirror rotation with all helper lifetimes/CWDs. Logging the original filesystem exception/native error would also make diagnosis much easier. Raw logs, private project identifiers and contents are intentionally not attached.

    I’m seeing a closely related issue on the current Windows desktop build.
    Environment

    • ChatGPT Windows desktop
    • Version 26.908.70816
    • Released 14 Sep 2026
      I’ve isolated the problem specifically to Projects created with a local folder attached.
      Reproduction:
    • Create a Project and attach a local Windows folder.
    • The Project appears in the desktop sidebar.
    • Create a chat using the Project’s New Chat button.
    • The chat is created successfully, but appears under Recents rather than inside the Project.
    • The Project continues to show No chats.
    • The Project also does not appear as a destination under Move to Project.
    • The Project does not appear in ChatGPT web.
      As a control, I created another Project without attaching a local folder. That Project behaves normally and appears under Move to Project.
      So the issue appears specific to local-folder Projects / Project membership synchronization, rather than Projects generally.
      I submitted feedback from the affected client with diagnostics attached.

    Additional reproduction on September 29, 2026, using Windows desktop package 26.924.2738.0.

    Creating a local Work chat inside one existing ChatGPT project fails with “Could not use this project for a local chat.” Another ChatGPT project works on the same installation.

    Two failed attempts logged:
    ChatGPT project context sync failed

    stage=filesystem
    sourceCount=6
    syncFileCount=6
    projectSaveCount=0
    fileOrdinal=null
    status=null

    The local project mirror contains AGENTS.md and all six cached source files. No new local chat was created for the affected project.

    The exact failing filesystem operation and whether directory locking is involved remain unverified here. This appears related to #34499.

    Is a fix available or planned? Including the underlying filesystem operation and native error in diagnostics would help identify the cause.
