In-app Browser cannot access moodle.srce.hr: admin-enforced policy could not be verified #42763

What issue are you seeing?

When using the Codex App in-app Browser with an authenticated Moodle tab at https://moodle.srce.hr/, Browser Use detects the open tab but cannot inspect or control it.

The following error is returned:

“Browser Use could not complete this action because a browser security check was unavailable. The admin-enforced policy could not be verified, so access was not granted. Browser use cannot access https://moodle.srce.hr/ because the admin-enforced policy could not be verified.”

The Moodle service operator, University Computing Centre SRCE, confirmed that this restriction is not imposed by Moodle or SRCE and appears to be related to the Codex workspace or application security policy.

No Moodle-specific deny rule is present in my local Codex configuration. No credentials or student data are included in this report.

What steps can reproduce the bug?

Open https://moodle.srce.hr/2025-2026/my/ in the Codex in-app Browser.

Sign in to Moodle manually.

Open any authorized course page.

Ask Codex to inspect or interact with the authenticated tab.

Codex detects the tab and its title, but fails when attempting to claim or inspect it.

Expected result:
Codex can inspect and interact with the authenticated Moodle page, subject to normal approvals and safety checks.

Actual result:
Access is denied because the admin-enforced policy cannot be verified.

The problem occurs on every attempt

What is the expected behavior?

Codex should be able to inspect and interact with my authenticated Moodle tab at https://moodle.srce.hr/, within the permissions of my Moodle account and subject to the normal Browser Use approval and safety checks.
