Token-budget new windows omit notes content, so the first LLM request has no task state #43335

What variant of Codex are you using?

App

What feature would you like to see?

After a token-budget window reset (new_context / auto-rollover), the new window’s first LLM request has no task state.

Skills, permissions, environment, and window IDs are rebuilt; notes body is not. Classic compact at least leaves a summary in replacement history.

In-loop notes + history.* retrieval are the right split. The gap is only: the new window never carries the checkpoint, so the model must notes.read_file before it knows what it was doing.
