All model selections fail with "Selected model is at capacity"

What issue are you seeing?

Dear OpenAI Support,

I am currently unable to send messages because every model I select shows the same error:

"Selected model is at capacity. Please try a different model."

This is not a single-model issue. It happens across all models I tried, including:

gpt-5.5
gpt-5.6
gpt-6
gpt-5.4-mini

The issue persists after I switch models and retry, and also when I open a new chat.
Please investigate whether there is an account/region model-routing or capacity problem affecting my account.

What steps can reproduce the bug?

This error occurs with requests for any model; it might be an issue arising after the quota reset, as I performed an update following the reset.
Only the codex5.3 model is working properly.

What is the expected behavior?

I want to use it normally—my friends can all use it without issues—but for some reason, I can't.
