- Fresh login/session attempted
- Failure reproduces outside the project directory
- No tools required to reproduce

Minimal reproduction:

Start Codex, then enter:

Reply with exactly: CONNECTION_OK
Do not use tools.

Observed:

Model changed to gpt-5.6-luna medium

Reconnecting... waiting for network
Connection failed: error sending request

The same failure occurred in multiple fresh sessions and previously on
Codex CLI 0.154.0.
