I frequently get the following error in Codex:
“Selected model is at capacity. Please try a different model.”
The issue happens very often when I run two Codex sessions concurrently. Once it starts, even a single Codex session can continue failing repeatedly with the same error for multiple requests in a row.
This is intermittent — sometimes Codex works normally for a while, but the problem keeps coming back.
What steps can reproduce the bug?

What is the expected behavior?
Codex should continue processing normal coding requests without repeatedly failing with a capacity error, especially when my usage quota is still available.
Running one or two normal Codex sessions should work reliably without triggering persistent “Selected model is at capacity” errors.
Additional information
This issue has been happening for about 10 days.
I have contacted OpenAI Support multiple times, but the issue has not been resolved. I also logged out of all sessions and left the account unused for two full days before trying again, but the problem returned.
This Pro 20x account is used only by me and is not shared with anyone else. My usage is for normal, legitimate software development work.

Update: the issue is now happening repeatedly even with a single Codex session.
I just tried to continue a normal coding conversation and got the same error four times in a row:
“Selected model is at capacity. Please try a different model.”
I simply typed “go on” after each failure, but every request failed again with the same message.
At this point, the problem is no longer limited to concurrent sessions. A single normal Codex session can become effectively unusable for multiple consecutive requests, despite having sufficient usage quota.

My other account works perfectly in the exact same environment, while this one has been hitting “Selected model is at capacity” for weeks.
I’ve reported it multiple times and provided recordings, but still no real explanation. Very “transparent” rate-limiting policy indeed.
Please have someone actually review this account.
