Language selector renders blank and cannot be used

Symptom

The Appearance/Settings Language row renders an empty rounded control with no current language label or usable selection affordance. The language selector is effectively dead.

Required outcome

• Current language is visibly and accessibly named.
• Opening the selector paints addressable language choices.
• Choosing another language changes the exposed selected value.
• Escape closes without changing the value.
• Add native ps-qa outcomes for all four behaviors against the QA profile. Do not use jsdom as proof.

Diagnostic direction

Treat recent Select/Dropdown ownership and first-frame visibility fixes skeptically. Determine whether this is missing consumer data, generated layout drift, or a shared renderer/overlay regression, then fix the lowest proven layer.
