Read the pinned pnpm version from the lockfileDir set in pnpm-workspace.yaml #82

pnpm records the version a devEngines.packageManager range resolves to in pnpm-lock.yaml (packageManagerDependencies). When pnpm-workspace.yaml sets lockfileDir, that lockfile lives in lockfileDir, resolved against the workspace root. pnpm v12 has always written it there, and pnpm v11 does since pnpm/pnpm#17134.

The setup action looks for the recorded pin beside the selected manifest or at the workspace root (project.ts, run.ts). For a project with a devEngines.packageManager range and lockfileDir in pnpm-workspace.yaml, it misses the recorded version and resolves the range from the registry. It can then install a newer pnpm than the one the project locked.

Expected: when pnpm-workspace.yaml sets lockfileDir, read the env lockfile from that directory (relative paths resolved against the workspace root).
