CI job agent (run 31070758048) in the Java Codegen Agentic Fix gh-aw workflow was failing, and the task was to identify and fix the root cause.

Investigation

  • Pulled full logs for the failing job and traced the failure to the Copilot CLI harness inside the sandbox.
  • Confirmed the failure signature is authentication_failed with HTTP 403 returned by the gh-aw API proxy when the agent attempts to make a Copilot request:
Authentication failed with provider at http://172.30.0.30:10002 (HTTP 403).
      Check your COPILOT_PROVIDER_API_KEY or COPILOT_PROVIDER_BEARER_TOKEN.
    ...
Copilot requests authentication failed through the gh-aw API proxy (HTTP 403, model=claude-sonnet-4.6, ...).
This workflow is using permissions.copilot-requests: write, so Copilot requests must be allowed through your
    organization's centralized Copilot billing configuration.

  • Verified the workflow frontmatter already declares permissions: copilot-requests: write correctly in both .github/workflows/java-codegen-fix.md and the compiled .github/workflows/java-codegen-fix.lock.yml — the YAML config is not the problem.
  • Checked run history: both prior runs of this workflow (run_number: 1 and 2, on different dates) fail identically, ruling out a code regression as the cause.

Outcome

This is a org-level Copilot billing/authorization gap, not a defect in workflow YAML or application code — no file change in this repo can grant copilot-requests billing access for the trustinbtc account/organization. No code changes were made.

Recommended next step (non-code)

Enable centralized Copilot billing for agentic workflows for the trustinbtc account/organization (see gh-aw billing reference docs), then re-trigger the workflow via workflow_dispatch to confirm the agent job succeeds.
