Pass provider credentials to Java codegen workflow

The Java Codegen Agentic Fix workflow failed before starting due to a provider authentication error. It now accepts either supported provider credential from repository Actions secrets and documents the setup required for forks.

• Engine environment: Passes both secret options to the Copilot engine:
