Add LIKE stats pruning rewrite support #8026

Follow-up to #7707. The stats rewrite epic is scoped to porting existing pruning behavior and the aggregate-backed zone-map migration. LIKE-based pruning should be added separately once its desired semantics and proof shape are nailed down.
