Additional Context

Maintainer-authorized continuation of end-to-end minor release dogfooding. Supersedes the unpublished 3.4.0 attempt #499. That attempt exposed a lost PullRequest.number prototype getter in the deployment context projection after PR #502 merged; it has no npm publication or release tag. Use a fresh operation and explicit minor 3.5.0 so the repaired candidate includes all fixes without replacing immutable deployment state or any managed branch. Synchronize master through the Action before repairing the remaining getter. Keep actions/github-script@v9 and do not assume host Node. npm must be published only by the existing release workflow; report registry configuration blockers to the maintainer. The npm Environment now permits master as well as release/*. Acceptance: npm package and installed CLI 3.5.0, GitHub Release and v3.5.0 identify the accepted production SHA, v3 resolves to that same SHA, and development reconciliation completes.
