Published default-branch regression verification

• Accepted production commit: 33b128f9b86dc40e2b4e9d4d2c50f4e298c85204.
• Both v3.6.0 and the major Action reference v3 point to this commit. The npm registry reports the same gitHead for @vypdev/copilot@3.6.0; the downloaded published CLI starts and reports version 3.6.0.
• A native permission-probe transaction created an owned temporary ref at this production commit. Four scoped push-run inventories over 60 seconds each returned zero workflows. A further inventory after cleanup also returned zero.
• Cleanup verified the exact owned ref was absent (404) and the private journal contained no remaining transactions.

This confirms the push-admission regression on the accepted default-branch code. The complete organization-reuse and two-repository setup Apply is a separate test, pending a fresh temporary setup credential.
