Pull Request analysis and review-state runs now use each PR’s number and lane for concurrency identity. This prevents PRs that share a head branch from canceling one another while preserving replacement of superseded runs for the same PR.

What changed

• Updated shipped and setup workflow templates to key PR analysis and review-state concurrency groups by repository, PR number, and lane.
• Added workflow contract cases for shared-branch isolation, stable PR identity, distinct lanes, and rejection of the old branch-based groups.
• Updated the reconciliation specification, catalog, and workflow documentation with the new identity and consumer update guidance.

Validation

• Six regression cases pass and fail against the previous implementation.
• Workflow contract: 302/302.
• The author reports build, 712 suites (11,991 cases passing; 35 platform omissions), lint, typecheck, specification and documentation checks, and package/smoke checks succeeded.
• The author reports current-head checks succeeded and no findings remain pending.
